【摘要】：冷戰(zhàn)后,中國進(jìn)入全面儲備階段,在政治、經(jīng)濟(jì)、軍事、外交等各個(gè)領(lǐng)域加速發(fā)展。同時(shí)期,美國也認(rèn)識到中國在國際社會(huì)中具有重要戰(zhàn)略性影響,因此,對中國的外交關(guān)注全面升級。二十一世紀(jì)以來,經(jīng)歷了全面儲備而由此發(fā)展的中國,越來越受到國家社會(huì)的關(guān)注,美國國會(huì)涉華議題的內(nèi)容與重點(diǎn)也出現(xiàn)重大變化,表現(xiàn)在政治領(lǐng)域態(tài)度強(qiáng)硬、經(jīng)濟(jì)領(lǐng)域摩擦加劇、對華軍事影響力加強(qiáng)、環(huán)境問題等領(lǐng)域興起、議題所涉及的范圍更加廣泛等。導(dǎo)致這些變化的根本動(dòng)因在于中國現(xiàn)代化建設(shè)的迅速崛起、國家綜合實(shí)力的大幅提升以及中美兩國社會(huì)制度和國際背景的差異與變化。本文運(yùn)用文獻(xiàn)分析法、比較分析法和歷史分析法等梳理了自冷戰(zhàn)結(jié)束至2016年美國國會(huì)涉華議題的針對性領(lǐng)域和主要議題,在人權(quán)問題、臺灣問題、南海問題、貿(mào)易摩擦問題、人民幣匯率問題、核武器問題和生態(tài)環(huán)境問題等領(lǐng)域進(jìn)行了議題的歸納與概括,重點(diǎn)探討中國崛起背景下,美國國會(huì)涉華議題的新特點(diǎn)和新變化,諸如政治態(tài)度愈加強(qiáng)硬、環(huán)境問題作為對華新議題比重增強(qiáng)、涉華議題的范圍與維度更加多元化、涉華法案通過率高于其他法案等。對此,中國應(yīng)全面深入分析美國國會(huì)的內(nèi)部機(jī)制,了解美國國會(huì)的外交側(cè)重點(diǎn),以強(qiáng)化對美國國會(huì)的分析研究,從中發(fā)現(xiàn)美國對華政策變化的跡象。
[Abstract]:After the Cold War, China entered the stage of comprehensive reserve and accelerated its development in the political, economic, military, diplomatic and other fields. At the same time, the United States also recognized that China has an important strategic influence in the international community, so, Since the 21 century, China, which has experienced comprehensive reserves and thus developed, has been more and more concerned by the national society, and the contents and priorities of the China-related issues in the United States Congress have also undergone major changes. It is manifested in the tough attitude in the political field, the intensification of friction in the economic field, the strengthening of military influence over China, the rise of environmental issues, and so on. The fundamental cause of these changes lies in the rapid rise of China's modernization drive. The substantial improvement of national comprehensive strength and the differences and changes in the social system and international background between China and the United States. Comparative analysis and historical analysis have combed out the targeted areas and main issues of China-related issues in the US Congress from the end of the Cold War to 2016, in the human rights issues, the Taiwan issue, the South China Sea issue, the trade friction issue, and the RMB exchange rate issue. Nuclear weapons and ecological environment issues have been summarized and summarized, focusing on the new characteristics and changes of China-related issues in the United States Congress against the background of the rise of China, such as the increasingly strong political attitude. As a new issue to China, the proportion of environmental issues has increased, the scope and dimensions of China-related issues have become more diversified, and the passing rate of China-related bills is higher than that of other bills. In this regard, China should conduct a comprehensive and in-depth analysis of the internal mechanisms of the United States Congress. To understand the diplomatic priorities of the U.S. Congress, to strengthen the analysis of the U.S. Congress, and to find signs of a change in U.S. policy toward China.
