【摘要】：自從老撾實(shí)施“革新開(kāi)放”政策以來(lái),雖然經(jīng)濟(jì)建設(shè)取得了巨大的發(fā)展,但是仍然存在很多問(wèn)題,這些問(wèn)題的存在很大程度上是因?yàn)槔蠐胫醒胝?jīng)濟(jì)職能改 革的滯后造成的。近些年來(lái),隨著老撾經(jīng)濟(jì)的快速增長(zhǎng)以及社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制改革進(jìn)程的加快,老撾傳統(tǒng)政府經(jīng)濟(jì)職能已經(jīng)越來(lái)越不適應(yīng)社會(huì)主義市場(chǎng)經(jīng)濟(jì)發(fā)展的新要求。因此,我們對(duì)新時(shí)期老撾中央政府經(jīng)濟(jì)職能轉(zhuǎn)變的研究,不僅成為加快老撾經(jīng)濟(jì)發(fā)展的現(xiàn)實(shí)要求,而且可以給許多發(fā)展中國(guó)家?guī)?lái)重要的借鑒意義和參考價(jià)值。 本文在世界各國(guó)轉(zhuǎn)變政府經(jīng)濟(jì)職能的背景下,結(jié)合國(guó)內(nèi)外相關(guān)研究資料與成果,通過(guò)對(duì)政府經(jīng)濟(jì)職能的縱向與橫向考察,借鑒世界主要幾個(gè)發(fā)達(dá)國(guó)家以及中國(guó)政府經(jīng)濟(jì)職能模式的經(jīng)驗(yàn),分析老撾政府經(jīng)濟(jì)職能表現(xiàn),分析老撾政府經(jīng)濟(jì)職能與經(jīng)濟(jì)發(fā)展關(guān)聯(lián)性,并進(jìn)一步分析老撾政府經(jīng)濟(jì)職能存在的缺陷及原因,探索老撾中央政府經(jīng)濟(jì)職能改革路徑,從而有利于解決老撾政府經(jīng)濟(jì)職能改革過(guò)程中存在的問(wèn)題。 本文總結(jié)出老撾中央政府經(jīng)濟(jì)職能改革原則與目標(biāo),歸納出老撾中央政府經(jīng)濟(jì)職能改革路徑,老撾中央政府經(jīng)濟(jì)職能改革路徑包括：規(guī)劃經(jīng)濟(jì)發(fā)展,完善宏觀調(diào)控；理順政府事權(quán),重塑企業(yè)制度；優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),推進(jìn)技術(shù)改造；完善法律法規(guī)體系,規(guī)范市場(chǎng)主體活動(dòng)；培育中介組織,提高利用資源效率以及規(guī)范規(guī)章制度管理,提高政府部門(mén)工作效率等。在此基礎(chǔ)上總結(jié)出研究結(jié)論、研究的不足之處以及未來(lái)研究展望等。
[Abstract]:Since the implementation of the policy of "reform and opening up" in Laos, although economic construction has made great progress, there are still many problems, which are largely due to the economic function reform of the Lao Central Government. In recent years, with the rapid growth of the Lao economy and the acceleration of the reform process of the socialist market economic system, The traditional economic functions of the Lao government have become increasingly unsuitable for the new requirements of the development of the socialist market economy. Therefore, our research on the transformation of the economic functions of the Lao Central Government in the new period has not only become a realistic requirement for speeding up the economic development of Laos. And can bring important reference meaning and reference value to many developing countries. Under the background of the transformation of government economic functions in the world, this paper combines the relevant research materials and achievements at home and abroad, through the vertical and horizontal investigation of government economic functions. Based on the experience of several developed countries and Chinese government, this paper analyzes the performance of Lao government's economic function, and analyzes the correlation between Lao government's economic function and economic development. Furthermore, the defects and causes of the Lao government's economic function are analyzed, and the reform path of the Lao central government's economic function is explored, which is helpful to solve the problems in the process of the Lao government's economic function reform. This paper summarizes the principles and objectives of the economic function reform of the Lao Central Government, and concludes the path of the economic function reform of the Lao Central Government. The path of economic function reform of the Lao Central Government includes: planning economic development, perfecting macroeconomic regulation and control; Straighten out the government's power, reshape the enterprise system, optimize the industrial structure, promote technological transformation, perfect the legal and regulatory system, standardize the activities of the main body of the market, cultivate intermediary organizations, improve the efficiency of utilizing resources, and standardize the management of regulations and rules, On the basis of this, the conclusion of the research, the deficiency of the research and the prospect of the future research are summarized.
