【摘要】：政黨分肥制、社會(huì)對(duì)腐敗的高容忍度、金錢腐蝕政治、政府職能擴(kuò)張,構(gòu)成了美國(guó)進(jìn)步時(shí)代前夜腐敗高發(fā)的主要原因。進(jìn)步人士為有效治理腐敗,開出了兩劑藥方:一是限制掠奪之手,把權(quán)力關(guān)進(jìn)制度的牢籠;二是重新喚醒公民責(zé)任感,以公民權(quán)利遏制公共權(quán)力的濫用。美國(guó)進(jìn)步時(shí)代的腐敗治理,給當(dāng)下中國(guó)最有力的啟示在于:腐敗是可以得到有效治理的,但必須深刻認(rèn)識(shí)當(dāng)前中國(guó)反腐工作的特殊性與艱巨性,尤其需要凝練廣泛的社會(huì)共識(shí),依賴廣泛的公眾參與,在不觸動(dòng)政治體制根基的前提下,推進(jìn)技術(shù)層面的政府改革。
[Abstract]:The system of partitioning of political parties, the high tolerance of society to corruption, the erosion of politics by money, and the expansion of government functions constitute the main reasons for the high incidence of corruption on the eve of the progressive era in the United States. Two prescriptions were put forward: one was to limit the hand of plunder and put power in the cage of the system; the other was to reawaken the sense of civic responsibility and to curb the abuse of public power by civil rights. Corruption in the progressive era of the United States, The most powerful revelation to China is that corruption can be effectively managed, but it is necessary to deeply understand the particularity and arduous nature of the current anti-corruption work in China. In particular, it is necessary to refine broad social consensus and rely on extensive public participation. In the premise of not touching the foundation of political system, promote the technical level of government reform.
