【摘要】：財(cái)政是政府從事公共管理和公共服務(wù)的經(jīng)濟(jì)基礎(chǔ),也是保障經(jīng)濟(jì)社會(huì)穩(wěn)定發(fā)展的基礎(chǔ)。在現(xiàn)代民主政治中,財(cái)政問(wèn)題向來(lái)是各國(guó)政黨之爭(zhēng)的焦點(diǎn),財(cái)政民主也成為現(xiàn)代民主政治的核心。在各國(guó)政治實(shí)踐中,財(cái)政涉及中央、地方和基層或者聯(lián)邦、聯(lián)邦組成單位及地方和基層各個(gè)層面,各級(jí)和各類(lèi)政府的財(cái)政關(guān)系也構(gòu)成一個(gè)國(guó)家基本的和核心的利益關(guān)系及政治關(guān)系。也正因如此,各級(jí)政府的財(cái)政也成為政黨政治的內(nèi)容。 本文以美國(guó)財(cái)政與政黨政治作為研究對(duì)象,討論和說(shuō)明美國(guó)政黨政治與財(cái)政的關(guān)系和相互影響。一方面揭示不同政黨的財(cái)政主張和傾向,以及不同政黨在聯(lián)邦和地方不同層面的財(cái)政斗爭(zhēng)及其對(duì)美國(guó)財(cái)政政策的影響；另一方面也分析財(cái)政問(wèn)題對(duì)政黨政治的形成、運(yùn)行以及選舉的影響。 美國(guó)是一個(gè)聯(lián)邦制的國(guó)家,兩黨政治是典型的特征。本文通過(guò)對(duì)美國(guó)不同歷史時(shí)期兩黨財(cái)政政策的探討,尤其是當(dāng)前金融危機(jī)下兩黨財(cái)政政策的分歧的考察,分析政黨政治對(duì)聯(lián)邦和地方財(cái)政政策及財(cái)政關(guān)系的影響,以及財(cái)政問(wèn)題成為美國(guó)民主的核心內(nèi)容的機(jī)制。研究表明：美國(guó)是實(shí)行兩黨制和民主財(cái)政制度的國(guó)家,財(cái)政民主是其財(cái)政制度的主要特征,也是制定財(cái)政政策的出發(fā)點(diǎn)。一方面,由于美國(guó)民主、共和兩黨長(zhǎng)期保留下的執(zhí)政理念、意識(shí)形態(tài)以及利益取向不同,美國(guó)不同時(shí)期的財(cái)政政策往往帶有政黨的色彩。另一方面,雖然美國(guó)實(shí)行的是聯(lián)邦、州和地方三級(jí)的分級(jí)財(cái)政管理體制,但是程序的民主性、法制性以及公民的主體參與性是它們共同的特征。
[Abstract]:Finance is the economic basis for the government to engage in public administration and public services, and also the basis for ensuring the stable development of the economy and society. In modern democratic politics, the issue of finance has always been the focus of the political parties of all countries. Fiscal democracy has also become the core of modern democratic politics. In the political practice of various countries, finance involves the central, local and grass-roots units or the federal units, as well as the local and grass-roots levels. The financial relations of all levels and all kinds of governments also form the basic and core interests and political relations of a country, and that is why the finance of all levels of government has become the content of party politics. This paper takes American finance and party politics as the object of study, discusses and explains the relationship and mutual influence of American party politics and finance. On the one hand, it reveals the financial opinions and tendencies of different political parties. On the other hand, it also analyzes the influence of fiscal problems on the formation, operation and election of political parties. The United States is a federal country, and bipartisan politics is a typical feature. This paper discusses the fiscal policies of the two parties in different historical periods of the United States, especially the differences between the two parties' fiscal policies under the current financial crisis. The analysis of the influence of party politics on federal and local fiscal policy and fiscal relations, and the mechanism by which fiscal issues become a core element of American democracy. The study shows that the United States is a country with a bipartisan system and a democratic fiscal system. Fiscal democracy is the main feature of its fiscal system and the starting point for making fiscal policy. On the one hand, because of American democracy, the Republican and Republican parties have different ideas, ideologies and interests in governing for a long time. On the other hand, although the United States has implemented a hierarchical financial management system at the federal, state and local levels, the procedure is democratic. Legal system and citizen's main body participation are their common characteristics.
