【摘要】：近年來,東非地區(qū)一系列重大油氣資源的發(fā)現(xiàn)吸引了世界油氣工業(yè)界的目光,似乎為東非諸國帶來了嶄新的發(fā)展契機。然而,東非"油氣繁榮"背后暗藏著巨大的動蕩風險。區(qū)域內(nèi)各國之間基于油氣利益的競爭,視油氣資源為目標的海盜和極端勢力的破壞性活動,是東非在地區(qū)層次上安全困局的重要內(nèi)容。以油氣資源為主導的單一經(jīng)濟結(jié)構(gòu)將加速東非諸國社會分化,加劇政治分裂與政治沖突,弱化政府的行政存在,進而導致國家面臨失控和陷入動蕩的風險。
[Abstract]:In recent years, the discovery of a series of major oil and gas resources in East Africa has attracted the attention of the world's oil and gas industry, which seems to have brought new opportunities for the development of East African countries. There is a huge risk of instability behind the "oil and gas boom" in East Africa. The destructive activities of pirates and extremist forces targeting oil and gas resources, based on competition for oil and gas interests among countries in the region, The single economic structure, dominated by oil and gas resources, will accelerate the social division of the East African countries, intensify political divisions and conflicts, and weaken the administrative existence of the government. This in turn puts the country at risk of losing control and plunging into turmoil.
