【摘要】：全球化時(shí)期,以英國(guó)工黨提出系統(tǒng)改革福利政策的"第三條道路"為標(biāo)志,西歐社會(huì)民主黨開(kāi)始評(píng)估全球化引發(fā)的社會(huì)環(huán)境變化對(duì)福利政策的影響,試圖將福利國(guó)家發(fā)展模式和新自由主義的發(fā)展模式有效結(jié)合起來(lái),在政策的理念、途徑、措施、目標(biāo)等方面對(duì)福利國(guó)家模式進(jìn)行全面的調(diào)整,以適應(yīng)經(jīng)濟(jì)全球化影響下國(guó)際國(guó)內(nèi)環(huán)境變化的要求。福利政策的改革仍是當(dāng)前社會(huì)民主黨面臨的首要問(wèn)題。在加快推進(jìn)以改善民生為重點(diǎn)的社會(huì)建設(shè)時(shí)期,中國(guó)共產(chǎn)黨應(yīng)借鑒社會(huì)民主黨對(duì)福利政策的改革和調(diào)整的經(jīng)驗(yàn),社會(huì)建設(shè)應(yīng)當(dāng)符合具體國(guó)情,做到循序漸進(jìn),與公民精神的培育結(jié)合起來(lái),注重要素整合,實(shí)現(xiàn)整體聯(lián)動(dòng)。
[Abstract]:In the period of globalization, the Social Democratic Party of Western Europe began to evaluate the impact of the changes in the social environment caused by globalization on welfare policies, marked by the third way of systematic reform of welfare policies put forward by the British Labour Party. This paper tries to combine the development model of welfare state with the development model of neoliberalism, and adjust the welfare state model in the aspects of policy idea, approach, measure, target and so on. In order to adapt to the requirements of the changes in the international and domestic environment under the influence of economic globalization. The reform of welfare policy is still the top issue facing the Social Democratic Party at present. In the period of speeding up social construction, which focuses on improving the people's livelihood, The Communist Party of China should draw lessons from the experience of the Social Democratic Party in the reform and adjustment of welfare policy, and the social construction should conform to the specific national conditions, be gradual and orderly, be combined with the cultivation of civic spirit, pay attention to the integration of elements, and realize the overall linkage.
