【摘要】：本文研究自20世紀(jì)90年代末以來德國(guó)治理機(jī)制的演變,主要分以下幾個(gè)步驟進(jìn)行論述:首先,闡述本文對(duì)治理概念的理解,其次,介紹德國(guó)一般性制度安排的重要發(fā)展變化,尤其是2017年的聯(lián)邦制改革。接著,分兩個(gè)步驟考察兩個(gè)重要政策領(lǐng)域中的治理機(jī)制,即內(nèi)部安全政策和能源政策領(lǐng)域。最后得出的結(jié)論是,在內(nèi)部安全政策領(lǐng)域里,治理機(jī)制表現(xiàn)出單一化和等級(jí)化的特點(diǎn),而在能源政策領(lǐng)域里,治理機(jī)制則表現(xiàn)出競(jìng)爭(zhēng)的加強(qiáng)�？v觀德國(guó)政治體制的機(jī)構(gòu)改革,可以確定的是,盡管合作協(xié)商模式仍具有路徑依賴性,繼續(xù)存在,但是等級(jí)制、單一化的協(xié)調(diào)模式得到增強(qiáng),并通過競(jìng)爭(zhēng)得以靈活化。
[Abstract]:This paper studies the evolution of German governance mechanism since the end of 1990s. It mainly consists of the following steps: first, the paper expounds the understanding of the concept of governance, and secondly, it introduces the important development and changes of the general institutional arrangements in Germany. In particular, the federal reform of 2017. Then, in two steps, the governance mechanisms in two important policy areas, namely, the internal security policy and the energy policy, were examined. The final conclusion is that, in the area of internal security policy, The governance mechanism is characterized by singularity and hierarchy, while in the field of energy policy, the governance mechanism shows the strengthening of competition. Looking at the institutional reform of the German political system, it can be determined that, Although the cooperative negotiation mode is still path dependent and continues to exist, the hierarchical system and the single coordination mode are enhanced and flexible through competition.
