【摘要】：蘇聯(lián)解體后,俄羅斯的綜合國(guó)力下降,中央與地方的關(guān)系面臨諸多危機(jī)。在轉(zhuǎn)型的20多年里,俄羅斯中央與地方關(guān)系經(jīng)歷了四代領(lǐng)導(dǎo)人改革變化過(guò)程,俄羅斯的聯(lián)邦體制出現(xiàn)了翻天覆地的變化。從促進(jìn)國(guó)內(nèi)政治穩(wěn)定和經(jīng)濟(jì)發(fā)展來(lái)看,俄羅斯正在形成有自己特色的中央與地方關(guān)系的發(fā)展模式,如何處理中央與地方關(guān)系,維護(hù)國(guó)家穩(wěn)定,恢復(fù)經(jīng)濟(jì)發(fā)展,提高人民生活水平,是俄羅斯發(fā)展中的重要問(wèn)題。 本文通過(guò)對(duì)俄羅斯中央與地方關(guān)系的研究發(fā)現(xiàn),國(guó)家體制的變遷是影響中央與地方關(guān)系的關(guān)鍵因素。處理好分權(quán)和集權(quán)的關(guān)系是俄羅斯中央與地方關(guān)系調(diào)整的關(guān)鍵,經(jīng)過(guò)歷屆領(lǐng)導(dǎo)人對(duì)中央與地方關(guān)系的改革和調(diào)整,俄羅斯中央與地方關(guān)系取得了一定的改革成果,中央與地方關(guān)系趨于穩(wěn)定。新普京時(shí)代,立足繼續(xù)深化改革戰(zhàn)略,繼續(xù)鞏固中央與地方關(guān)系,推進(jìn)聯(lián)邦主體的合并和國(guó)內(nèi)區(qū)域政治經(jīng)濟(jì)一體化進(jìn)程,探索中央與地方合理分權(quán)的模式,維護(hù)國(guó)家穩(wěn)定。
[Abstract]:After the disintegration of the Soviet Union, Russia's comprehensive national strength declined and the relationship between the central and local governments was faced with many crises. In the more than 20 years of transition, the relations between Russia's central and local governments have undergone four generations of leaders' reform and changes. Russia's federal system has undergone earth-shaking changes. From the point of view of promoting domestic political stability and economic development, Russia is forming its own unique development model of central and local relations. How to deal with the relations between the central and local governments, maintain the stability of the country, restore economic development and improve the living standards of the people is an important issue in the development of Russia. Through the study of the relationship between the central and local governments in Russia, this paper finds out. The change of state system is the key factor to influence the relationship between central and local government, and to deal with the relationship between decentralization and centralization is the key to adjust the relationship between central and local authorities in Russia. Through the reform and readjustment of the relations between the central and local governments by successive leaders, certain achievements have been made in the reform of the relations between the central and local governments in Russia, and the relations between the central and local authorities have tended to stabilize. Based on the reform strategy, we should continue to consolidate the relationship between the central and local governments, promote the merger of federal subjects and the process of regional political and economic integration in China, explore the mode of rational separation of powers between the central and local governments, and maintain the stability of the country.
