【摘要】：“德國(guó)統(tǒng)一”問題是戰(zhàn)后國(guó)際關(guān)系史和社會(huì)主義外交史上的一個(gè)重要問題。研究戈?duì)柊蛦谭驁?zhí)政時(shí)期蘇聯(lián)在“德國(guó)統(tǒng)一”問題上的政策，有利于將冷戰(zhàn)史的研究推向深入，同時(shí)也可以為我國(guó)外交政策的制定提供借鑒性經(jīng)驗(yàn)。分析目前國(guó)內(nèi)外研究現(xiàn)狀，從冷戰(zhàn)史和美蘇關(guān)系的角度研究 “德國(guó)統(tǒng)一”問題的成果比較豐富。但是，從蘇聯(lián)對(duì)外政策視角對(duì)這一問題深入探索和系統(tǒng)分析尚不多見。鑒于此，本文試圖以史論結(jié)合的研究方法，在分析大量歷史資料的基礎(chǔ)上，從外交決策角度對(duì)戈?duì)柊蛦谭驎r(shí)期蘇聯(lián)在“德國(guó)統(tǒng)一”問題上的政策進(jìn)行分析和評(píng)價(jià)，總結(jié)經(jīng)驗(yàn)教訓(xùn)，為我國(guó)外交政策的制定提供理論參考。 本文分四部分對(duì)戈?duì)柊蛦谭驁?zhí)政時(shí)期蘇聯(lián)在“德國(guó)統(tǒng)一”問題上的政策進(jìn)行闡述和分析。 第一部分，通過回顧戰(zhàn)后蘇聯(lián)在“德國(guó)統(tǒng)一”問題上的政策演變，揭示德國(guó)問題產(chǎn)生的深刻根源，以及戈?duì)柊蛦谭驁?zhí)政后蘇聯(lián)在這一問題上政策調(diào)整的宏觀大背景，力求能以此闡釋出蘇聯(lián)在“德國(guó)統(tǒng)一”問題上政策的內(nèi)在連續(xù)性。 第二部分，在深刻分析戈?duì)柊蛦谭蛲饨恍滤季S理論基礎(chǔ)上，對(duì)戈?duì)柊蛦谭驁?zhí)政時(shí)期蘇聯(lián)在“德國(guó)統(tǒng)一”問題上的政策轉(zhuǎn)變?cè)敱M地加以闡述。 第三部分，從外交決策的角度對(duì)戈?duì)柊蛦谭驁?zhí)政時(shí)期蘇聯(lián)在“德國(guó)統(tǒng)一”問題上的政策進(jìn)行分析和評(píng)價(jià)，揭示其對(duì)外政策存在失誤的深刻原因。 第四部分，，總結(jié)戈?duì)柊蛦谭驎r(shí)期蘇聯(lián)在“德國(guó)統(tǒng)一”問題上政策的經(jīng)驗(yàn)教訓(xùn)，提出對(duì)我國(guó)制定外交政策的啟示。
[Abstract]:The issue of "German reunification" is an important issue in the history of post-war international relations and the history of socialist diplomacy. This paper studies the Soviet Union's policy on the issue of "German reunification" during Gorbachev's reign. It is beneficial to the study of the history of the cold war, and it can also provide reference experience for the formulation of foreign policy of our country, and analyze the current research situation at home and abroad. The research on "German reunification" from the perspective of the history of the cold war and the US-Soviet relations is relatively rich. However, it is rare to explore and systematically analyze this issue from the perspective of Soviet Union's foreign policy. This paper attempts to analyze and evaluate the Soviet Union's policy on "German unification" in Gorbachev's period from the perspective of diplomatic decision-making on the basis of analyzing a great deal of historical data by using the research method of historical theory. Summing up the experience and lessons to provide theoretical reference for the formulation of China's foreign policy. This article is divided into four parts to explain and analyze the Soviet Union's policy on German unification during Gorbachev's reign. The first part, through reviewing the Soviet Union's policy evolution on the issue of "German reunification" after the war, reveals the profound root of the German problem. And the macro background of Soviet policy adjustment on this issue after Gorbachev came into power, in order to explain the internal continuity of Soviet policy on "German unification". The second part, on the basis of deep analysis of Gorbachev's new thinking theory of diplomacy, expounds in detail the Soviet Union's policy transformation on the issue of "German unification" during Gorbachev's reign. The third part analyzes and evaluates the Soviet Union's policy on "German unification" in the period of Gorbachev's rule from the angle of diplomatic decision, and reveals the profound reasons for the errors in its foreign policy. Part 4th summarizes the experiences and lessons of Soviet Union's policy on German unification in Gorbachev's time, and puts forward the enlightenment to our country's foreign policy.
