[Abstract]:Zheng Roy's theory of policy types puts forward a new paradigm: "Policy determines Politics". Roy divides public policy into four types from the perspectives of the possibility of coercion and the application of coercion: distributive policy. Constitutive policy, redistributive policy and regulatory policy. Each type of policy gives birth to a corresponding political form. Wilson argued in discussing the theory of political types. Different combinations of benefits and costs from policies can produce four different types of politics: when both benefits and costs are concentrated, interest sets are generated.
