【摘要】： 歐盟東擴(kuò)是歐盟歷史上最大的一次組織擴(kuò)大，堪稱“大爆炸式”的擴(kuò)張。歐盟東擴(kuò)戰(zhàn)略的提出是綜合考慮了種種因素的結(jié)果，其最終目標(biāo)是要實(shí)現(xiàn)中東歐國(guó)家在經(jīng)濟(jì)制度、政治制度和公眾文化意識(shí)等方面與歐盟現(xiàn)有成員國(guó)的均質(zhì)化發(fā)展。就此而言，東擴(kuò)進(jìn)程的結(jié)束并不意味著東擴(kuò)戰(zhàn)略的完全實(shí)現(xiàn)。 本文意在從戰(zhàn)略的角度對(duì)東擴(kuò)有關(guān)問(wèn)題進(jìn)行評(píng)析，包括戰(zhàn)略的提出、實(shí)施和東擴(kuò)給歐盟帶來(lái)的新挑戰(zhàn)，力求對(duì)東擴(kuò)問(wèn)題有一個(gè)更完整、更深入的理解。在論述歐盟東擴(kuò)戰(zhàn)略的提出時(shí)，，側(cè)重從地緣政治的角度進(jìn)行考察，得出這一重大戰(zhàn)略是在一定的地緣政治理論基礎(chǔ)上提出的。在論述歐盟東擴(kuò)戰(zhàn)略從理論到實(shí)踐的實(shí)施過(guò)程中，主要運(yùn)用綜合分析的方法，并把這一進(jìn)程的基本情況與歐盟在這一進(jìn)程中采取的保證措施分開論述，目的是為了更清晰地展現(xiàn)東擴(kuò)進(jìn)程。文章最后還結(jié)合歐盟的歷史與現(xiàn)狀以及此次東擴(kuò)的特點(diǎn)，并使用大量統(tǒng)計(jì)資料，集中分析了歐盟東擴(kuò)進(jìn)程結(jié)束后面臨的內(nèi)外挑戰(zhàn)，用以表明，歐盟要完全實(shí)現(xiàn)其東擴(kuò)戰(zhàn)略，尚需付出很大努力。 中東歐等12國(guó)加入歐盟后，東擴(kuò)戰(zhàn)略已邁出了很大一步。東擴(kuò)戰(zhàn)略的實(shí)施乃是歐洲一體化進(jìn)程中的劃時(shí)代的歷史事件，它將使歐洲一體化進(jìn)入一個(gè)量變到質(zhì)變的關(guān)鍵時(shí)期。
[Abstract]:The eastward expansion of the EU is the largest organizational expansion in the history of the EU, which can be called the "big explosion" expansion, and the proposal of the EU's eastward expansion strategy is the result of comprehensive consideration of various factors. Its ultimate goal is to achieve the economic system, political system and public cultural awareness of the Central and Eastern European countries and other aspects of homogenization development with the existing member states of the European Union. The end of the eastward expansion process does not mean the full realization of the eastward expansion strategy. The purpose of this paper is to evaluate the relevant issues of eastward expansion from the strategic point of view, including the proposal of the strategy, the implementation and the new challenges brought to the EU by eastward expansion, and strive to have a more complete one on the issue of eastward expansion. A deeper understanding. When discussing the proposal of EU's eastward expansion strategy, it focuses on examining from the perspective of geopolitics. The conclusion of this important strategy is put forward on the basis of certain geopolitical theory. In the process of discussing the implementation of EU eastward expansion strategy from theory to practice, the comprehensive analysis method is mainly used. The basic situation of this process is discussed separately from the guarantee measures taken by the EU in this process. The purpose is to show the process of eastward expansion more clearly. Finally, the article combines the history and current situation of EU and the characteristics of the eastward expansion, and uses a lot of statistical data. This paper focuses on the analysis of the internal and external challenges that the EU will face after the process of eastward expansion, which is used to show that the EU still needs to make great efforts to realize its strategy of eastward expansion. The implementation of the eastward expansion strategy is an epoch-making historical event in the process of European integration. It will bring European integration into a critical period of quantitative to qualitative change.
