【摘要】：文章認(rèn)為,奧巴馬總統(tǒng)推動(dòng)的TPP談判之所以引發(fā)國(guó)會(huì)與政府之間的政治博弈,主要是因?yàn)槊裰鼽h與共和黨在經(jīng)濟(jì)全球化和自由貿(mào)易這一問(wèn)題上產(chǎn)生了分歧;在這場(chǎng)博弈的背后,是美國(guó)貿(mào)易政策決策的整個(gè)政治過(guò)程即貿(mào)易政治;在有關(guān)TPP的談判內(nèi)容和談判條款的設(shè)定上,各利益集團(tuán)都試圖通過(guò)對(duì)國(guó)會(huì)議員的游說(shuō)來(lái)抵制由自由貿(mào)易協(xié)定帶來(lái)的沖擊;在國(guó)會(huì)兩黨競(jìng)爭(zhēng)的政治格局中,相關(guān)利益集團(tuán)的利益是通過(guò)兩黨的不同政治主張而集中顯示,并最終體現(xiàn)在由政府制定的貿(mào)易政策上;而政府在制定有關(guān)TPP談判的政策時(shí),首先考慮的是國(guó)家的整體利益,這是由美國(guó)貿(mào)易政策的特殊性,即它是國(guó)家整體外交政策的有機(jī)組成部分這一點(diǎn)所決定的。中國(guó)在與美國(guó)的雙邊貿(mào)易往來(lái)中,為規(guī)避其貿(mào)易政治的影響,應(yīng)通過(guò)繼續(xù)對(duì)其"院外援華集團(tuán)"實(shí)施"利益均衡"的策略,培育其與中國(guó)之間的"相容利益";同時(shí)加強(qiáng)與那些保護(hù)性利益集團(tuán)之間的溝通和磋商;并借助"中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話"這一機(jī)制和平臺(tái),加強(qiáng)與美國(guó)行政部門(mén)的溝通、磋商及協(xié)調(diào)。
[Abstract]:The article holds that the TPP negotiations promoted by President Obama triggered the political game between Congress and the government mainly because of the differences between the Democratic Party and the Republican Party on the issues of economic globalization and free trade. Behind this game is the whole political process of American trade policy decision, that is, trade politics. In terms of the content of the TPP negotiations and the terms of the negotiations, various interest groups try to resist the impact of the free trade agreement by lobbying members of Congress; In the political structure of the competition between the two parties in Congress, the interests of the relevant interest groups are shown through the different political views of the two parties, and finally reflected in the trade policy formulated by the government; When the government formulates the policy about the TPP negotiation, the first consideration is the national overall interest, which is the particularity of the American trade policy. That is, it is an integral part of the country's overall foreign policy. In bilateral trade with the United States, China is trying to avoid the influence of its trade politics. We should cultivate the "compatible interests" between China and China by continuing to implement the strategy of "balance of interests" to its "China Group of Foreign Aid". At the same time, strengthen communication and consultation with those protective interest groups; With the help of the "Strategic and Economic Dialogue between China and the United States", we can strengthen communication, consultation and coordination with the U.S. administration.
