【摘要】：目前中國面臨嚴(yán)重的老齡化，因為醫(yī)療技術(shù)和生活條件的改善使中國人的預(yù)期壽命不斷增長。從社會發(fā)展水平的角度來看這是一個很好的現(xiàn)象，但是中國的獨生子女政策使青年人所占比重呈明顯的下降趨勢，而從目前來看今后幾十年這一比例可能還會有所降低�，F(xiàn)在中國已經(jīng)進(jìn)入老年化社會，據(jù)推算二十年后我國六十歲以上老年人所占比例將達(dá)到百分之三十左右，“老有所養(yǎng)，老有所依”已是我國社會的關(guān)注焦點。不僅是我國面臨老齡化的問題同時這也是一個世界性問題，現(xiàn)今世界上大多數(shù)國家都承受著養(yǎng)老保障的巨大壓力。美國作為世界頭號經(jīng)濟(jì)、軍事強(qiáng)國，其有完備的養(yǎng)老保障制度，就目前來看其制度運行良好，具有很好的借鑒意義。 我們可以從美國和中國的養(yǎng)老保障制度發(fā)展歷史中得出這樣一種結(jié)論，政府應(yīng)該是作為養(yǎng)老保障制度的核心、起到主導(dǎo)作用，，否則養(yǎng)老制度的發(fā)展將受到嚴(yán)重制約。同時中美兩國養(yǎng)老保障制度的發(fā)展還說明：除了政府責(zé)任之外還應(yīng)該利用市場的調(diào)節(jié)功能來對基本養(yǎng)老保障進(jìn)行補(bǔ)充，同時加強(qiáng)相關(guān)立法，并且處理好政府與市場之間的關(guān)系。 本文將從以下基本部分進(jìn)行相關(guān)論述。第一部分對國內(nèi)外研究現(xiàn)狀進(jìn)行簡要概述。第二部分將對中美養(yǎng)老保障制度提出比較設(shè)計假設(shè)。第三部分簡單介紹中美兩國的養(yǎng)老保障制度及其發(fā)展歷程。第四部分針對西方民主思想對養(yǎng)老保障制度的影響進(jìn)行論述并對中美兩國政府在養(yǎng)老保障制度中的責(zé)任進(jìn)行簡要概括。第五部分就對中美兩國的現(xiàn)行養(yǎng)老保障制度及養(yǎng)老保障水平做出對比，以期得到結(jié)論。第六部分對我國目前養(yǎng)老保障制度提出相關(guān)改進(jìn)建議。
[Abstract]:At present, China is facing a serious aging, because of the improvement of medical technology and living conditions, the life expectancy of Chinese is increasing, which is a good phenomenon from the perspective of the level of social development. But China's one-child policy has led to a marked decline in the proportion of young people, which is likely to decline in the next several ten years. China has now entered an aging society. It is estimated that in twenty years' time, the proportion of the elderly over 60 years old will reach about 30%, "the elderly have a sense of security." It is not only the problem that our country is facing aging, but also a worldwide problem. Nowadays, most countries in the world are under great pressure of old-age security. As the world's largest economic and military power, the United States has a complete pension security system. Has very good reference significance. We can draw a conclusion from the development history of the old-age security system in the United States and China that the government should be the core of the old-age security system and play a leading role. Otherwise, the development of the old-age system will be seriously restricted. At the same time, the development of the old-age security system in China and the United States also shows that in addition to government responsibility, we should also use the regulatory function of the market to supplement the basic old-age security. At the same time, strengthen the relevant legislation, and deal with the relationship between the government and the market. The first part is a brief overview of the current research situation at home and abroad. The second part will put forward the comparative design assumptions of the Chinese and American old-age security system. The third part will briefly introduce the Chinese and American pension system. The two countries' endowment security system and its development course. 4th part discusses the influence of western democratic thought on the pension security system and briefly summarizes the responsibility of the Chinese and American governments in the pension security system. 5th. Part of the current old-age security system in China and the United States and the level of pension security to make a comparison. In order to get a conclusion. 6th part of the current pension security system in China to put forward some suggestions for improvement.
