【摘要】：“超級(jí)政治行動(dòng)委員會(huì)”正式名稱為“獨(dú)立開支委員會(huì)”，是活躍在美國政治選舉中的一種外圍團(tuán)體。超級(jí)政治行動(dòng)委員會(huì)可以在不與候選人有任何聯(lián)系的前提下不受限制地接受個(gè)人、企業(yè)和其他機(jī)構(gòu)的捐助，，通過獨(dú)立宣傳支持或者反對(duì)候選人。誕生于2010年的超級(jí)政治行動(dòng)委員會(huì)因在2012年美國大選進(jìn)程中大放異彩而備受爭(zhēng)議。本文從美國政治競(jìng)選籌款改革入手，通過研究美國政治諷刺家史蒂芬·科拜爾創(chuàng)立的超級(jí)政治行動(dòng)委員會(huì)分析這種外圍組織的種種問題。本文指出，超級(jí)政治行動(dòng)委員會(huì)雖是美國競(jìng)選體系的合理產(chǎn)物，但其當(dāng)前的運(yùn)作方式有違美國的民主原則，令人擔(dān)憂。
[Abstract]:The "super political action committee", officially called the independent expenditure Committee, is a peripheral group active in the political elections in the United States. The super political action committee can receive unlimited donations from individuals, enterprises and other institutions without any connection with the candidates, and support and oppose candidates independently. The super political action committee, born in 2010, was disputed in the course of the 2012 United States election process. Starting from the reform of American political campaign, this paper analyzes the problems of the peripheral organization by studying the super Political Action Committee created by American political satirist Stephen Kobel. This paper points out that although the super political action committee is a rational product of the American election system, its current operation mode is contrary to the democratic principles of the United States, which is worrying.
