自2013年提出以來(lái),“一帶一路”倡議常被拿來(lái)與馬歇爾計(jì)劃進(jìn)行比較。但從其最終目標(biāo)來(lái)看,這兩項(xiàng)計(jì)劃很明顯是不同的,反應(yīng)了兩種不同的世界秩序觀。馬歇爾計(jì)劃是為重建二戰(zhàn)后西歐經(jīng)濟(jì)而設(shè)立的援助計(jì)劃。它始于1948年4月3日,持續(xù)了四年之久。通過(guò)移除貿(mào)易壁壘,建立現(xiàn)代工業(yè),以及促進(jìn)經(jīng)濟(jì)繁榮,馬歇爾計(jì)劃旨在維護(hù)美國(guó)國(guó)家利益,防止共產(chǎn)主義擴(kuò)散,尋求世界霸權(quán)。而“一帶一路”倡議已經(jīng)走過(guò)了六年時(shí)間,其目標(biāo)是為沿線(xiàn)國(guó)家提升基礎(chǔ)設(shè)施建設(shè),促進(jìn)經(jīng)濟(jì)繁榮�！耙粠б宦贰背h遵循共商,共建,共享原則,致力于構(gòu)建人類(lèi)命運(yùn)共同體。本文作者首先提出論點(diǎn),即“一帶一路”倡議不是中國(guó)版的馬歇爾計(jì)劃�；诖苏擖c(diǎn),從國(guó)際秩序觀的理論,即霸權(quán)主義和人類(lèi)命運(yùn)共同體的角度出發(fā),本文從三個(gè)角度,分別是:準(zhǔn)入標(biāo)準(zhǔn),附加條件和提款權(quán),對(duì)這兩大倡議進(jìn)行了對(duì)比。通過(guò)對(duì)比,作者意在證明“一帶一路”倡議不是中國(guó)版的馬歇爾計(jì)劃,并為更好地理解“一帶一路”倡議提供了方向。共建“一帶一路”倡議倡導(dǎo)的是一種新型世界秩序觀,旨在為全球治理做出貢獻(xiàn)。
