國(guó)際關(guān)系與合作部在南非公共外交中的作用(2013-2018)

1994年南非結(jié)束種族隔離后舉行第一次民主選舉,此后,采取了積極主動(dòng)的措施,改變其國(guó)際形象和聲譽(yù)。這些措施的目的是改變國(guó)際社會(huì)對(duì)南非的看法,即從一個(gè)不平等、種族歧視的國(guó)家變成一個(gè)重視人權(quán)并為世界提供許多機(jī)會(huì)的國(guó)家。南非政府以公共外交作為其新外交政策的工具,塑造該國(guó)的良好形象。結(jié)束種族隔離20多年后,公共外交在南非占有重要地位,2012年9月南非通過(guò)的《2030年國(guó)家發(fā)展規(guī)劃》就表明了這一點(diǎn)。由于國(guó)際關(guān)系與合作部參與了南非的公共外交活動(dòng),本研究旨在了解國(guó)際關(guān)系合作部是如何開(kāi)展公共外交的。本文的研究問(wèn)題是:自從參與《2030年國(guó)家發(fā)展計(jì)劃》以來(lái),國(guó)際關(guān)系與合作部如何運(yùn)作,以實(shí)現(xiàn)該計(jì)劃所要求的任務(wù),即:“制定一項(xiàng)不僅僅包括溝通功能的更復(fù)雜的公共外交戰(zhàn)略”。這就引出了兩個(gè)相應(yīng)的問(wèn)題:第一,國(guó)際關(guān)系與合作部為響應(yīng)國(guó)家發(fā)展計(jì)劃的號(hào)召而制定的公共外交戰(zhàn)略是什么?第二,這一戰(zhàn)略包括哪些措施,它帶來(lái)了哪些進(jìn)展以及它們的局限性是什么?為了回答這個(gè)研究問(wèn)題以及與之相關(guān)的問(wèn)題,本研究使用了一手和二手資料。一手資料來(lái)源包括南非國(guó)際關(guān)系和合作部的文件以及政府和有關(guān)部委印發(fā)的相關(guān)文件。二手資料來(lái)源包括與研究有關(guān)的書(shū)...
