白俄羅斯是一個需要在迅速發(fā)展和政治不穩(wěn)定的世界中生存的小國。作為蘇聯(lián)解體后出現(xiàn)的一個新獨(dú)立國家,白俄羅斯在決定將走向何方,以及可以依靠誰的問題上面臨著一些艱難的選擇。特別是近年來,白俄羅斯需要對如何處理與俄羅斯和中國等新興大國的關(guān)系而進(jìn)行微妙的戰(zhàn)略考量。根據(jù)經(jīng)典國際關(guān)系理論,一個小國可以選擇以下外交政策策略之一:搭便車策略、權(quán)力平衡策略力或?qū)_策略。當(dāng)前,白俄羅斯與中國的關(guān)系與合作不斷加深,但與俄羅斯的密切關(guān)系可能會限制白俄羅斯與其他國家的合作。白俄羅斯和俄羅斯的關(guān)系有著深厚的歷史淵源,共同的思想、文化和歷史使這兩個國家成為很好的盟友。此外,白俄羅斯是一個后蘇聯(lián)國家。但是,近年來白俄羅斯與俄羅斯之間存在著一些誤解,這可能是白俄羅斯加強(qiáng)與中國合作的原因,特別是在“一帶一路”倡議下。白俄羅斯的外交政策戰(zhàn)略選擇不能以經(jīng)典理論所衍生的理想類型為特征。本文認(rèn)為,白俄羅斯在不同時期以選擇性的方式使用了經(jīng)典戰(zhàn)略的組合,這給了它更加靈活的機(jī)會。白俄羅斯對俄羅斯的戰(zhàn)略選擇分為三個階段:1991年至1995年,蘇聯(lián)解體后,白俄羅斯的經(jīng)濟(jì)由于以蘇聯(lián)為中心而遭到破壞,因此白俄羅斯決定采取搭便車策略和部分權(quán)力平...
