中國(guó)媒體外交在馬拉維的開展及成效

馬拉維的官方名稱是馬拉維共和國(guó),是一個(gè)位于非洲東南部的內(nèi)陸國(guó)家,人口約1800萬(wàn)人。2007年12月馬拉維政府與中華人民共和國(guó)建立雙邊關(guān)系,并分別于2008年1月和3月在利隆圭和北京設(shè)立了大使館,拉開了中馬兩國(guó)協(xié)同合作、友好發(fā)展的新篇章,對(duì)兩國(guó)發(fā)展大有助益。媒體外交具備了公共外交的許多特征,主要通過(guò)媒體來(lái)傳播和獲取信息從而促進(jìn)外交關(guān)系的發(fā)展,是新媒體時(shí)代公共外交的重要組成部分。自兩國(guó)建交后,中國(guó)就開始對(duì)馬拉維進(jìn)行了多種形式的媒體外交,尤其在過(guò)去的5年里,中國(guó)媒體外交的開展更勝以往。本文意在探究中國(guó)媒體外交開展的有效性及其實(shí)施路徑。在該研究中,研究者深入分析了中國(guó)對(duì)包括馬拉維和其他非洲國(guó)家所采取的媒體外交手段。可以看出,媒體外交工作的開展涉及內(nèi)容制作、內(nèi)容發(fā)布、基礎(chǔ)設(shè)施建設(shè)、專業(yè)培訓(xùn)和直接投資等方面,具體開展方式會(huì)因國(guó)家而異。一些國(guó)家可能受益于基礎(chǔ)設(shè)施建設(shè),另一些國(guó)家可能受益于內(nèi)容的發(fā)布。中國(guó)媒體和一些電信公司已經(jīng)遍布非洲大陸,這一定程度上體現(xiàn)了北京“走出去”政策,使數(shù)百萬(wàn)的非洲人都有可能接觸到中國(guó)媒體。當(dāng)前,非洲公眾通過(guò)媒體外交獲得了大量關(guān)于中國(guó)文化的知識(shí),這種機(jī)會(huì)超過(guò)了以往任何時(shí)期。...
