長(zhǎng)久以來(lái),非洲大陸就被大小不同的沖突困擾著。幾乎每個(gè)非洲國(guó)家都面臨著可導(dǎo)致一系列內(nèi)外沖突的經(jīng)濟(jì)、環(huán)境和社會(huì)挑戰(zhàn)。1945年至今,聯(lián)合國(guó)參與到了解決國(guó)際爭(zhēng)端的和平談判中,還通過(guò)預(yù)防性外交、維持和平、建設(shè)和平、強(qiáng)制和平和締造和平等辦法防止沖突不斷升級(jí)為戰(zhàn)爭(zhēng)。本文通過(guò)數(shù)據(jù)采集式的定性方法,分析聯(lián)合國(guó)在解決塞拉利昂、蘇丹（達(dá)爾福爾）和利比亞的沖突時(shí)的角色、運(yùn)作、作用、影響和不足。研究問(wèn)題集中于聯(lián)合國(guó)在非洲沖突解決中的相關(guān)性及其沖突解決機(jī)制的有效性上。經(jīng)調(diào)查發(fā)現(xiàn),盡管聯(lián)合國(guó)解決沖突的方法和途徑在塞拉利昂基本上是成功的,在應(yīng)對(duì)正發(fā)生的蘇丹達(dá)爾福爾地區(qū)沖突時(shí)也取得了部分成功,但目前在利比亞并不成功。盡管聯(lián)合國(guó)在整個(gè)非洲大陸的維和任務(wù)方面取得了進(jìn)展,但在預(yù)防沖突方面卻幾乎無(wú)所作為。因此,本文建議聯(lián)合國(guó)應(yīng)更多地關(guān)注預(yù)防沖突的爆發(fā)并在迅速采取行動(dòng)解決沖突。另外,為有效解決沖突,聯(lián)合國(guó)安理會(huì)應(yīng)進(jìn)行改革,納入一個(gè)具有常任理事國(guó)地位的非洲國(guó)家,因?yàn)檫@能更好地為聯(lián)合國(guó)與非洲聯(lián)盟這類(lèi)地區(qū)組織的復(fù)合行動(dòng)作補(bǔ)充。
