中國作為和平崛起的新興大國,需要和平與穩(wěn)定的周邊環(huán)境。阿富汗的不確定性對地區(qū)安全產生了很多負面影響,而中國的崛起和“2050年中國夢”的實現(xiàn)需要阿富汗實現(xiàn)和平與穩(wěn)定。長期以來,阿富汗面臨著嚴峻的恐怖主義和治安形勢,阿富汗局勢也是中國的重要關切,中國在阿富汗具有戰(zhàn)略、經濟和政治利益。2014年,美軍開始逐步撤出阿富汗,這既給中國進一步介入阿富汗帶來了機遇,同時也帶來了挑戰(zhàn)。本文主要研究了中國在2014年后加大介入阿富汗力度的原因,以及中國在介入過程中面臨哪些機遇和挑戰(zhàn)?在“后2014時代”的阿富汗,中國對阿富汗的外交政策主要包括四點:一是努力實現(xiàn)和平,二是發(fā)展經濟,三是加強治理,四是獲得國際支持。中國致力于重建這個飽受戰(zhàn)爭蹂躪的國家,為其提供人道主義援助,中國還是阿富汗的第一大外部投資國。中國努力將阿富汗納入“一帶一路”倡議,為其提供巨額援助,幫助它建設經濟、加強國防,為其官員提供培訓設施以加強制度建設等。中國在阿富汗和平進程中也發(fā)揮著非常重要的作用,中國始終支持“阿人主導、阿人所有”的和平進程,加上中國良好的國際形象,所有相關方都對中國表示信任,中國在該地區(qū)發(fā)揮了非常重要的角色。但同時...
