【摘要】：目前我國(guó)社會(huì)影響評(píng)價(jià)工作制度和理論處于起步階段,評(píng)估工作由興建者或政府部門牽頭編制,多采用傳統(tǒng)的技術(shù)經(jīng)濟(jì)范式評(píng)價(jià)項(xiàng)目整體影響,偏重于得出支持項(xiàng)目建設(shè)的社會(huì)事實(shí),忽視了評(píng)估過(guò)程中利益相關(guān)者的互動(dòng)過(guò)程和社區(qū)視角下的項(xiàng)目社會(huì)影響。因此,社區(qū)層面的參與式評(píng)估方法成為了一個(gè)非常迫切的研究課題。本文在綜述當(dāng)前社會(huì)影響評(píng)價(jià)模式和公眾參與的基礎(chǔ)上,提出了以問(wèn)題為導(dǎo)向的、聚焦于社區(qū)層面的社區(qū)互動(dòng)論壇評(píng)估模式。采用了文獻(xiàn)研究、案例觀察、結(jié)構(gòu)化問(wèn)卷和深度訪談的方法構(gòu)建了社區(qū)互動(dòng)論壇評(píng)估模式和開(kāi)展程序,并運(yùn)用由社會(huì)影響評(píng)估工作者組成的焦點(diǎn)小組討論了評(píng)估模式的適用性。主要研究成果有：1)社會(huì)影響評(píng)價(jià)并不存在取向爭(zhēng)議,而應(yīng)采用中間立場(chǎng)的方法,即以問(wèn)題為導(dǎo)向的參與式互動(dòng)評(píng)估方法：2)社區(qū)互動(dòng)論壇確立了以社區(qū)為中心的評(píng)估模式,強(qiáng)調(diào)社區(qū)參與和互動(dòng)學(xué)習(xí)過(guò)程,在社區(qū)層面識(shí)別并協(xié)商解決問(wèn)題,是一個(gè)更加公正、科學(xué)和民主的評(píng)估程序。3)結(jié)合港口灣案例討論了社區(qū)互動(dòng)論壇的開(kāi)展應(yīng)該包含四大步驟,即確立評(píng)估范圍和主體、獲取社區(qū)基線數(shù)據(jù)、識(shí)別關(guān)鍵問(wèn)題和協(xié)商解決問(wèn)題。4)社區(qū)互動(dòng)論壇是對(duì)傳統(tǒng)評(píng)估模式的有益補(bǔ)充,但存在著外部和內(nèi)部的諸多制約因素,評(píng)估模式的應(yīng)用必須以評(píng)估制度完善、組建專業(yè)評(píng)估團(tuán)隊(duì)和評(píng)估信息公開(kāi)等方式作為前提條件。本研究構(gòu)建了一個(gè)以問(wèn)題為導(dǎo)向的,強(qiáng)調(diào)社區(qū)參與和多元利益主體互動(dòng)的評(píng)估模式,彌補(bǔ)了傳統(tǒng)評(píng)估模式的不足。
[Abstract]:At present, the system and theory of social impact assessment in our country is in the initial stage. The assessment work is compiled by the constructor or the government department, and the traditional technical and economic paradigm is used to evaluate the overall impact of the project. Emphasis is placed on the social facts that support the construction of the project, ignoring the interactive process of stakeholders and the social impact of the project from the perspective of the community. Participatory assessment at the community level has become a very urgent research topic. Based on the review of the current social impact assessment model and public participation, this paper proposes a problem-oriented approach. Community interactive forum evaluation model focused on the community level. Using literature research, case study, structured questionnaire and in-depth interviews to build the community interactive forum evaluation model and development procedures. A focus group composed of social impact assessment workers is used to discuss the applicability of the assessment model. The main research results are: 1) there is no dispute about the orientation of social impact assessment, but the method of intermediate position should be adopted. That is, problem-oriented participatory interactive evaluation method: 2) the community interactive forum established a community-centered assessment model, emphasizing community participation and interactive learning process, identifying and solving problems at the community level. Is a more just, scientific and democratic assessment process. 3) discusses, in conjunction with the Port Bay case, that the development of the community interaction forum should involve four steps, namely, the establishment of the scope and subject of the assessment and access to community baseline data. Identification of key issues and negotiation of problem.4) Community interactive forums are useful additions to traditional assessment models, but there are many external and internal constraints, and the application of assessment models must be improved by evaluation systems. This study constructs a problem-oriented evaluation model that emphasizes community participation and multi-interest subject interaction. It makes up for the deficiency of traditional evaluation mode.
