【摘要】： 近年來,黨中央根據(jù)我國新時(shí)期經(jīng)濟(jì)社會(huì)發(fā)展的特點(diǎn)提出建設(shè)經(jīng)濟(jì)發(fā)展模式轉(zhuǎn)變?yōu)橛趾糜挚彀l(fā)展,同時(shí)著力建設(shè)和諧社會(huì)。消防安全工作向來是關(guān)乎公共安全,社會(huì)穩(wěn)定和諧的重要工作。長期以來,各級黨和政府十分重視消防安全工作,出臺(tái)了大量的消防法律法規(guī)和消防技術(shù)標(biāo)準(zhǔn),從隊(duì)伍建設(shè)、人員保障、設(shè)施建設(shè)、設(shè)備保障、技術(shù)保障等多方面全面提升消防安保工作的廣度和深度,取得了較大的成績,但應(yīng)當(dāng)看到,由于體制、法律法規(guī)、財(cái)力、科技等多方面的原因,我國消防安保工作在多方面仍存在一些問題。本文結(jié)合多年來從事消防工作的實(shí)踐,吸收國內(nèi)消防界同仁的研究成果,借鑒國外消防管理的經(jīng)驗(yàn)和模式,對新形勢下消防安全保障體系的改革與發(fā)展進(jìn)行了比較全面、深入、系統(tǒng)地探討。本文采取系統(tǒng)分析和個(gè)別研討相結(jié)合的研究方法,著重從實(shí)踐的角度觀察、分析問題,著眼解決當(dāng)前消防保障體系存在的問題,在修改完善消防法、建立多種形式消防隊(duì)伍、強(qiáng)化社區(qū)消防、農(nóng)村消防等消防的薄弱點(diǎn)的消防工作,發(fā)展完善消防中介組織、建設(shè)消防文化等方面提出了一些新觀點(diǎn)、新思路和新舉措,以求能為新形勢下消防安全保障機(jī)制的改革提供一些建設(shè)性意見。
[Abstract]:In recent years, according to the characteristics of economic and social development in the new period of our country, the CPC Central Committee puts forward that the mode of building economic development should be transformed into good and rapid development, and at the same time, it will focus on building a harmonious society. Fire safety work has always been an important work related to public safety, social stability and harmony. For a long time, the party and government at all levels have attached great importance to fire safety work, issued a large number of fire protection laws and regulations and fire control technical standards, and have made great achievements in comprehensively improving the breadth and depth of fire safety work from many aspects, such as team construction, personnel support, facilities construction, equipment support, technical support, and so on. However, it should be noted that due to many reasons, such as system, laws and regulations, financial resources, science and technology, and so on, There are still some problems in many aspects of fire security in our country. Based on the practice of fire protection work for many years, absorbing the research results of domestic fire protection colleagues, drawing lessons from the experience and mode of foreign fire control management, this paper makes a comprehensive, in-depth and systematic discussion on the reform and development of fire safety guarantee system under the new situation. This paper adopts the research method of combining systematic analysis and individual discussion, focuses on observing and analyzing the problems from the practical point of view, focusing on solving the problems existing in the current fire protection system, and puts forward some new viewpoints in revising and perfecting the fire protection law, establishing various forms of fire fighting teams, strengthening the weak fire work of community fire fighting and rural fire fighting, developing and perfecting the fire prevention intermediary organization, and constructing the fire protection culture, etc. In order to provide some constructive suggestions for the reform of fire safety guarantee mechanism under the new situation, new ideas and new measures can be put forward in order to provide some constructive suggestions for the reform of fire safety guarantee mechanism under the new situation.
