【摘要】：隨著我國現(xiàn)代化和城市化進程的加快,外來人口犯罪問題日漸突出,外來人口犯罪研究也不斷深入、日臻成熟。但目前的研究更多地涉及大中城市的外來人口犯罪問題,小城市、小城區(qū)的外來人口犯罪研究還比較鮮見。筆者認為,隨著小城市的經(jīng)濟發(fā)展,其外來人口犯罪迅猛增長,發(fā)展勢頭不容忽視,如若不及時控制和預(yù)防,勢必導致工作的被動,阻礙經(jīng)濟的發(fā)展。本文旨在通過對濱城區(qū)外來人口犯罪的研究,分析它的現(xiàn)狀,找出它的變化發(fā)展規(guī)律,在借鑒大中城市管理經(jīng)驗的基礎(chǔ)上,制定符合自身實際的管理和預(yù)防措施,以有效控制外來人口犯罪不斷增長的趨勢,為濱城區(qū)經(jīng)濟的健康有序、持續(xù)高效發(fā)展創(chuàng)造良好的社會治安環(huán)境。 本文的章節(jié)安排及主要內(nèi)容:第一章通過13年來的外來人口犯罪數(shù)據(jù),研究濱城區(qū)當前的外來人口犯罪現(xiàn)狀,探求濱城區(qū)外來人口犯罪的特點,并通過大量數(shù)據(jù)論證所闡述的觀點。第二章是濱城區(qū)外來人口犯罪的原因。從社會、文化、心理等方面探求形成外來人口犯罪的多層次、多維度原因結(jié)構(gòu)。第三章對濱城區(qū)的外來人口犯罪進行預(yù)測。運用指數(shù)平滑法對其數(shù)量進行定量預(yù)測,并對其犯罪現(xiàn)象進行定性預(yù)測。第四章是濱城區(qū)外來人口犯罪的預(yù)防對策。提出要從發(fā)展經(jīng)濟、加強教育、實施社區(qū)警務(wù)、強化打擊四個方面來遏制外來人口犯罪增長的勢頭,這是本文的重點章節(jié)。 本文的主要創(chuàng)新在于:一是通過實證研究,提出了小城市外來人口犯罪的特點及預(yù)防對策;二是運用指數(shù)平滑法,建立數(shù)學模型,對濱城區(qū)的外來人口犯罪進行了科學預(yù)測;三是將“社區(qū)警務(wù)”引入外來人口管理中,提出了“以人為本”的管理原則,避免了外來人口管理中的短期行為。
[Abstract]:With the acceleration of modernization and urbanization in China, the problem of foreign population crime is becoming more and more prominent, and the research on foreign population crime is also deepening and maturing. However, the current research is more concerned with the problem of foreign population crime in large and medium-sized cities, small urban areas of foreign population crime research is still relatively rare. The author believes that with the economic development of small cities, the crime of foreign population is growing rapidly, and the development momentum can not be ignored. If not controlled and prevented in time, it will inevitably lead to the passivity of work and hinder the development of economy. The purpose of this paper is to analyze its present situation and find out its changing and developing law through the study of the crime of migrant population in Bincheng District. On the basis of drawing lessons from the management experience of large and medium-sized cities, this paper formulates the management and preventive measures in line with its own reality, so as to effectively control the increasing trend of the crime of migrant population and create a good social security environment for the healthy and orderly economy and sustainable and efficient development of Bincheng District. The chapter arrangement and main content of this paper: the first chapter studies the current situation of foreign population crime in Bincheng District through the data of foreign population crime in the past 13 years, explores the characteristics of Bincheng District migrant population crime, and demonstrates the views through a large number of data. The second chapter is the reasons for the crime of migrant population in Bincheng District. This paper explores the multi-level and multi-dimensional cause structure of foreign population crime from the aspects of society, culture, psychology and so on. The third chapter forecasts the crime of foreign population in Bincheng District. The exponential smoothing method is used to predict the quantity and the crime phenomenon qualitatively. The fourth chapter is the prevention countermeasures of the crime of migrant population in Bincheng District. It is the key chapter of this paper to curb the growth of foreign population crime from four aspects: developing economy, strengthening education, implementing community policing and strengthening crackdown. The main innovations of this paper are as follows: first, through empirical research, the characteristics and preventive countermeasures of migrant population crime in small cities are put forward; second, the mathematical model is established by using exponential smoothing method to make a scientific prediction of migrant population crime in Bincheng District; third, "community policing" is introduced into the management of migrant population, and the "people-oriented" management principle is put forward to avoid the short-term behavior in the management of migrant population.
