【摘要】：目前關(guān)于治安行政管理概念的表述存在諸多分歧。筆者嘗試將治安行政管理的概念定義為 :治安行政管理是國家警察機(jī)關(guān)為了維護(hù)統(tǒng)治階級所需要的社會(huì)治安秩序 ,保障社會(huì)生活正常進(jìn)行 ,運(yùn)用多種手段 ,通過計(jì)劃、組織、指揮、協(xié)調(diào)、控制等環(huán)節(jié) ,對影響社會(huì)治安秩序的各種因素加以認(rèn)識和改造的行政管理活動(dòng)。根據(jù)業(yè)務(wù)范圍、地域、行業(yè)、社會(huì)形態(tài)的不同 ,其外延劃分也有所不同。
[Abstract]:At present, there are many differences on the concept of public security administration. The author tries to define the concept of public security administration as follows: public security administration is the social security order needed by the national police in order to maintain the ruling class, ensure the normal progress of social life, use a variety of means, through the plan, Organize, direct, coordinate, control and other links, to understand and reform the various factors affecting the order of public security administrative activities. According to the business scope, region, industry, social form of different, its extension division is also different.
