新時期陜西公安人力資源開發(fā)與管理研究

【摘要】: 公安人力資源開發(fā)與管理研究是近年來我國理論界與政治實踐中提出的重大課題。本文依據(jù)西方先進(jìn)的人力資源開發(fā)與管理的新理論,結(jié)合我國社會轉(zhuǎn)型、加入世貿(mào)和西部大開發(fā)的新時期公安工作的新特點,對陜西公安人力資源開發(fā)與管理工作進(jìn)行了探討研究,提出了以人為本的陜西公安人力資源開發(fā)與管理的新理念和新模式,為陜西公安人力資源開發(fā)與管理提出了相關(guān)的政策建議。 陜西公安人力資源開發(fā)與管理課題涉及多學(xué)科知識,具有跨學(xué)科性質(zhì)。本文在寫作中運(yùn)用了政治學(xué)、行政學(xué)、公安學(xué)、法學(xué)、管理學(xué)、組織行為學(xué)、公共經(jīng)濟(jì)學(xué)和公共政策學(xué)等相關(guān)理論知識,,以便對問題做出系統(tǒng)的綜合的分析,力求論述深入、充分和徹底。 本文分為三個部分,沿著提出問題——分析問題——解決問題這一邏輯思路展開論述。第一部分闡明了新時期研究陜西公安人力資源開發(fā)與管理的意義,對陜西公安人力資源開發(fā)與管理的概念進(jìn)行了界定分析;第二部分對新時期陜西公安人力資源開發(fā)與管理的現(xiàn)狀進(jìn)行了剖析,側(cè)重說明了現(xiàn)存的問題、有害后果及其根源;第三部分提出并論證了陜西公安人力資源開發(fā)與管理樹立以人為本的新理念,建構(gòu)民警自我管理、自我教育、自我約束的新模式,建設(shè)現(xiàn)代陜西公安隊伍。
[Abstract]:The research on the development and management of public security human resources is an important subject put forward in the theory and political practice of our country in recent years. According to the new theory of western advanced human resources development and management, combined with the social transformation of our country, the new characteristics of public security work in the new period of China's entry into the WTO and the great development of the western region, This paper discusses and studies the development and management of Shaanxi public security human resources, and puts forward a new concept and mode of human-oriented development and management of Shaanxi public security human resources. For Shaanxi public security human resources development and management put forward relevant policy recommendations. Shaanxi public security human resource development and management subject involves multi-disciplinary knowledge, with interdisciplinary nature. In this paper, political science, administration, public security, law, management, organizational behavior, public economics, public policy and other relevant theoretical knowledge are used in order to make a systematic and comprehensive analysis of the problems, and strive to discuss in-depth. Full and thorough. This paper is divided into three parts, along with the logical thinking of problem-analysis-problem-solving. The first part clarifies the significance of studying the development and management of Shaanxi public security human resources in the new period, and defines and analyzes the concept of the development and management of Shaanxi public security human resources. The second part analyzes the present situation of the exploitation and management of Shaanxi public security human resources in the new period, focusing on the existing problems, harmful consequences and their roots; The third part puts forward and demonstrates the new idea of people-oriented in the development and management of Shaanxi public security human resources, constructs the new mode of police self-management, self-education and self-restraint, and constructs the modern Shaanxi public security force.
