【摘要】：經(jīng)濟(jì)的快速發(fā)展以及發(fā)展的不平衡，社會(huì)轉(zhuǎn)型期諸多矛盾的激化，導(dǎo)致犯罪越來越制約著社會(huì)的發(fā)展。本文旨在通過對(duì)塘沽區(qū)的犯罪現(xiàn)狀進(jìn)行分析，找出它的變化發(fā)展規(guī)律，在借鑒國(guó)內(nèi)外成功經(jīng)驗(yàn)的基礎(chǔ)上，制定符合自身實(shí)際的打防控措施，以有效壓減和打擊犯罪，為塘沽區(qū)經(jīng)濟(jì)的健康有序、持續(xù)高效發(fā)展創(chuàng)造良好的社會(huì)治安環(huán)境。 本文的章節(jié)安排及主要內(nèi)容：第一章對(duì)塘沽區(qū)的犯罪現(xiàn)狀進(jìn)行分析，通過大量的數(shù)據(jù)和案例來論證所闡述的觀點(diǎn)。第二章是探析塘沽區(qū)的犯罪成因，以當(dāng)前我國(guó)社會(huì)轉(zhuǎn)型期的大環(huán)境為背景，對(duì)犯罪成因從宏觀到微觀進(jìn)行探析。第三章對(duì)塘沽區(qū)的犯罪發(fā)展趨勢(shì)，從犯罪形式和犯罪數(shù)量上進(jìn)行定性預(yù)測(cè)。第四章是對(duì)塘沽區(qū)的犯罪打防控展開思考。從打防控現(xiàn)狀以及存在的問題，提出解決問題的種種措施設(shè)想。 本文的主要?jiǎng)?chuàng)新在于：一是提出了犯罪成因的大背景共性和具體社會(huì)現(xiàn)狀對(duì)共性成因的影響，引入了弱化、增強(qiáng)的觀念，對(duì)研究具體對(duì)象的犯罪成因更加簡(jiǎn)便、準(zhǔn)確；二是提出了對(duì)犯罪打防控措施的目標(biāo)分類，避免了當(dāng)前打防控研究籠統(tǒng)含混；三是將層次分析法AHP運(yùn)用到警力宏觀分配之中，引入科學(xué)分配警力的思想；四是提出了社區(qū)警務(wù)的本土化發(fā)展思路，，明確指出照搬照抄境外的經(jīng)驗(yàn)實(shí)現(xiàn)不了切合塘沽區(qū)社會(huì)實(shí)際的社區(qū)警務(wù)戰(zhàn)略。
[Abstract]:The rapid development of economy and the imbalance of development, the intensification of many contradictions in the social transformation period lead to the crime more and more restricting the development of the society. The purpose of this article is to analyze the current situation of crime in Tanggu District, find out its changing and developing rules, draw up measures to combat and control the crime in accordance with its own reality on the basis of the successful experience at home and abroad, in order to effectively reduce and combat crime. For Tanggu district economy healthy and orderly, sustainable and efficient development to create a good social security environment. The chapter arrangement and the main contents of this paper: the first chapter analyzes the current situation of crime in Tanggu district, and proves the point of view through a large number of data and cases. The second chapter is to analyze the causes of crime in Tanggu district, and analyze the causes of crime from macro to micro under the background of the current social transformation period in our country. The third chapter carries on the qualitative forecast from the crime form and the crime quantity to the Tanggu district crime development trend. The fourth chapter is to think about the crime prevention and control in Tanggu district. From the current situation of prevention and control and the existing problems, this paper puts forward a variety of measures to solve the problems. The main innovations of this paper are as follows: first, the general background of the cause of crime and the influence of specific social situation on the cause of common cause of crime are put forward, and the concept of weakening and strengthening is introduced, which is more convenient and accurate to study the cause of crime of concrete object; The second is to put forward the target classification of crime prevention and control measures, which avoids the general confusion in the current research on crime prevention and control. Thirdly, the analytic hierarchy process (AHP) is applied to the macro-distribution of police forces, and the idea of scientific distribution of police forces is introduced. Fourthly, the author puts forward the idea of localization development of community policing, and clearly points out that copying the overseas experience can not realize the community policing strategy in accordance with the social reality of Tanggu district.
