【摘要】： 隨著社區(qū)警務(wù)民力資源理念的引入，在我國社區(qū)警務(wù)建設(shè)過程中民力資源日益受到重視。這種理念對我國的警務(wù)理念和警務(wù)實踐產(chǎn)生了積極、深遠的影響。近十年來的實踐證明，盡管各地的社區(qū)警務(wù)模式、機制不盡相同，對各種各樣的社區(qū)警務(wù)項目褒貶不一，對社區(qū)警務(wù)的效率也還尚存疑慮，但有一點是公認的，即民力資源的影響與日俱增。社區(qū)警務(wù)建設(shè)的關(guān)鍵在于對民力資源的拓展和運用，而拓展是運用的前提。本文首先通過對破窗戶等理論的闡述，揭示社區(qū)警務(wù)民力資源拓展的理論依據(jù)。然后，通過長沙市社區(qū)警務(wù)民力資源拓展的現(xiàn)狀，尤其是人力資源的拓展、財力物力資源的拓展、對預(yù)防違法犯罪的防范意識和防范措施的認識與掌握程度等現(xiàn)狀的描述，總結(jié)出長沙市社區(qū)警務(wù)民力資源拓展中存在的問題：對社區(qū)警務(wù)民力資源認識的偏差；現(xiàn)行公安管理體制對拓展民力資源的阻礙；社會環(huán)境阻礙著民力資源拓展的有機整合。通過對問題的分析發(fā)現(xiàn)對民力資源的拓展研究滯后，民力資源拓展機制失靈，民力資源拓展環(huán)境失調(diào)是造成這些問題的主要根源。針對以上問題，筆者認為必須重視和深化理論研究，，改變傳統(tǒng)理念，同時結(jié)合借鑒發(fā)達國家的先進經(jīng)驗及啟示，依托各種社會資源，創(chuàng)新社區(qū)警務(wù)建設(shè)中拓展民力資源的方式。
[Abstract]:With the introduction of the concept of civil power resources in community policing, the people's power resources have been paid more and more attention in the construction of community policing in China. This concept has had a positive and far-reaching influence on the policing concept and practice of our country. Practice over the past decade has proved that, although the models and mechanisms of community policing vary from place to place, there are mixed reviews and criticisms of various community policing projects, and there are still doubts about the efficiency of community policing, but one point is generally accepted. That is, the impact of people's power resources is increasing day by day. The key to the construction of community policing lies in the expansion and application of people's power resources, which is the premise of application. By expounding the theory of broken windows, this paper first reveals the theoretical basis of the expansion of community policing civil power resources. Then, through the current situation of the expansion of the community policing resources in Changsha, especially the expansion of human resources, the expansion of financial and material resources, the awareness of the prevention of illegal crimes and the understanding and mastery of preventive measures, and so on, this paper describes the current situation of the development of community policing resources in Changsha. This paper summarizes the problems existing in the development of community policing civil power resources in Changsha: the deviation of understanding of community policing people's power resources; The current public security management system hinders the expansion of the resources of the people, and the social environment hinders the organic integration of the expansion of the resources of the people. Through the analysis of the problems, it is found that the main causes of these problems are the lag of the research on the expansion of the people's power resources, the failure of the development mechanism of the people's power resources and the imbalance of the environment of the people's power resources expansion. In view of the above problems, the author thinks that we must pay attention to and deepen the theoretical research, change the traditional idea, and combine the advanced experience and enlightenment of the developed countries, rely on various social resources, and innovate the way of expanding the people's power resources in the construction of community policing.
