【摘要】：正報載,武漢市人大代表倪體洲、高訓(xùn)禧提出,交通執(zhí)法的目的是為了引導(dǎo)市民遵守交通規(guī)則,維護交通秩序,應(yīng)以批評教育為主,處罰為輔,不能以罰代管,把罰款當作創(chuàng)收手段。有方家云,這個問題提得好,但還不夠,還應(yīng)當把利用交通執(zhí)法創(chuàng)收問題上升到“嚴禁”的層面上。如果所有的行政執(zhí)法都像交通執(zhí)法這樣把“罰款”當作目標,我們的社會豈不是要各種罰款滿天飛?
