【摘要】：目前 ,公安指揮中心的職能定位、功能設(shè)置、管理方法、接處警模式?jīng)]有統(tǒng)一規(guī)范 ,嚴重制約了其效能的正常發(fā)揮。借鑒美國緊急事務管理體制 ,將公安指揮與政府應急指揮有效結(jié)合 ,最終過渡到政府行為 ,便于解決“1 1 0社會聯(lián)動”進程中“聯(lián)而不動”等六個方面的實際問題。公安指揮中心工作機制的創(chuàng)新必須從原則、機構(gòu)設(shè)置、功能定位等三個方面入手。
[Abstract]:At present, the function orientation, function setting, management method and police receiving mode of the public security command center are not unified and standard, which seriously restricts the normal exertion of its efficiency. Drawing lessons from the American emergency management system, combining the public security command with the government emergency command effectively, and finally transitioning to the government behavior, it is convenient to solve the six practical problems in the process of "110 social linkage", such as "unite but not move". The innovation of working mechanism of public security command center must start from three aspects: principle, organization setting and function orientation.
