【摘要】：伴隨著全球化、區(qū)域化進(jìn)程的加快,全球安全問(wèn)題也發(fā)生了一些變化,非傳統(tǒng)安全威脅問(wèn)題也越來(lái)越突出。而非傳統(tǒng)安全中的毒品問(wèn)題已成為當(dāng)前國(guó)際社會(huì)共同面臨的嚴(yán)峻挑戰(zhàn),在非傳統(tǒng)安全威脅問(wèn)題中的地位也不斷上升,并對(duì)人類(lèi)的生存和發(fā)展構(gòu)成了重大的威脅,而中國(guó)由于毗鄰東南亞“金三角”、“金新月”,加之中國(guó)日漸開(kāi)放的國(guó)門(mén),毒品對(duì)中國(guó)人民的生命健康已經(jīng)造成了日益嚴(yán)重的侵害,也對(duì)人民大眾的財(cái)產(chǎn)也造成了巨大的損失,甚至影響到了國(guó)民經(jīng)濟(jì)的健康發(fā)展,由此毒品問(wèn)題已經(jīng)成為中國(guó)所面臨的非傳統(tǒng)安全問(wèn)題中的重要問(wèn)題之一。毒品問(wèn)題不是某一個(gè)國(guó)家具有的現(xiàn)象,而是一個(gè)需要全球國(guó)家要面對(duì)的問(wèn)題,所以只有在世界各國(guó)聯(lián)合起來(lái)的情況下,以國(guó)家間合作禁毒的方式,從毒品的非法種植、生產(chǎn)到毒品的販運(yùn)、銷(xiāo)售,嚴(yán)厲打擊毒品的每一個(gè)犯罪行為,切斷和搗毀全世界范圍內(nèi)的毒品犯罪鏈條。借助當(dāng)今高度發(fā)達(dá)的信息通訊,得以使全球禁毒合作能夠變得更加迅捷與深入化,所以近幾年來(lái)國(guó)際禁毒合作取得了相當(dāng)大的成就。然而事物都存在兩面性,毒品犯罪也因有了便捷高速的信息通訊的幫助,使得毒品犯罪的波及范圍更廣,危害更加嚴(yán)重,所以我們應(yīng)該意識(shí)到國(guó)際禁毒合作仍存留著不少的問(wèn)題。要解決這些問(wèn)題,就要求我們進(jìn)一步加強(qiáng)國(guó)際禁毒合作,推動(dòng)世界范圍內(nèi)的禁毒斗爭(zhēng)�！皷|亞病夫”“虎門(mén)銷(xiāo)煙”“鴉片戰(zhàn)爭(zhēng)”對(duì)于每一個(gè)中國(guó)人來(lái)說(shuō),那是一段不堪回首的記憶,它帶給中國(guó)的影響甚至波及到現(xiàn)在,所以對(duì)仍處在發(fā)展中的中國(guó)來(lái)說(shuō),為了不讓?xiě)K痛歷史重演,為了中國(guó)的不斷發(fā)展,要嚴(yán)厲打擊涉及中國(guó)的跨境毒品犯罪,直至遏制。中國(guó)政府長(zhǎng)久以來(lái)也是按照廣泛參與,責(zé)任共擔(dān),全面實(shí)施的原則積極的投身于國(guó)際禁毒合作,給毒品的跨境犯罪給予了沉重打擊,然而所作的這些還遠(yuǎn)遠(yuǎn)不夠和不足,為了能從根本上解決毒品問(wèn)題,還要更加重視國(guó)家間禁毒戰(zhàn)略的均衡,研究是否能夠?qū)Χ酒吩系拇娣N植。
[Abstract]:With the development of globalization and regionalization, some changes have taken place in global security, and non-traditional security threats have become more and more prominent. However, the drug problem in non-traditional security has become a serious challenge facing the international community at present, and its status in the non-traditional security threats has also been rising, posing a major threat to the survival and development of mankind, Because China is adjacent to the "Golden Triangle" of Southeast Asia, the "Golden Crescent" and the increasingly open doors of China, drugs have caused increasingly serious damage to the lives and health of the Chinese people. It has also caused huge losses to the property of the people and even affected the healthy development of the national economy. As a result, the drug problem has become one of the most important problems in the non-traditional security problems faced by China. The drug problem is not a phenomenon that a particular country has, but a problem that needs to be faced by countries around the world. Therefore, it is only in the case of the United States of the world that, in the form of cooperation between countries to combat drugs, from the illicit cultivation of drugs, Produce drug trafficking, sale, crack down on every crime of drugs, cut off and destroy the world's drug crime chain. With the help of the highly developed information and communication, the global drug control cooperation can become faster and deeper, so the international drug control cooperation has made considerable achievements in recent years. However, there are two sides to everything. Drug crimes also have the help of convenient and high-speed information and communication, which makes the scope of drug crimes more extensive and the harm more serious. So we should realize that there are still many problems in international drug-control cooperation. To solve these problems, we must further strengthen international drug-control cooperation and promote the world-wide drug-control struggle. The "sick Man of East Asia", "Humen selling cigarettes", "Opium War" for every Chinese, that is a period of unbearable memory, its impact on China has even spread to the present, so for China, which is still in the process of development, In order not to repeat the painful history, for the sake of the continuous development of China, we must crack down on cross-border drug crimes involving China until it is contained. For a long time, the Chinese government has been actively engaged in international drug control cooperation in accordance with the principles of broad participation, shared responsibility, and full implementation, which has dealt a heavy blow to cross-border drug crimes. However, what has been done is far from enough and insufficient. In order to solve the drug problem fundamentally, we should pay more attention to the balance of drug control strategy between countries and study whether it can replace the cultivation of drug raw materials.
