【摘要】： 警察形象是人們?cè)谝欢l件下對(duì)警察由其內(nèi)在特點(diǎn)所決定的外在表現(xiàn)的總體評(píng)價(jià)和印象,對(duì)形象的追求和塑造已成為維系警察個(gè)體和公安機(jī)關(guān)生存、發(fā)展的一種基本目標(biāo)和手段,而進(jìn)行警察形象塑造的前提和基礎(chǔ)則是形象的定位。 中國(guó)警察形象研究起步較晚,沒(méi)有成熟的理論可供借簽。長(zhǎng)期以來(lái),警察形象的定位比較混亂,定位思路上也存在著偏差。本文以公共管理學(xué)為視角,試圖將定位理論運(yùn)用到警察形象塑造中去,在政府職能轉(zhuǎn)變大背景下,從公眾(顧客)的角度來(lái)定位警察形象,進(jìn)而為新時(shí)期警察形象的建設(shè)提供理念上的指導(dǎo)。 本文共分為六部分。第一部分引言主要闡述了進(jìn)行警察形象研究的基本動(dòng)因,對(duì)目前中國(guó)警察形象研究的現(xiàn)狀和成果進(jìn)行了梳理,明確了進(jìn)行警察形象研究的重要性、緊迫性以及努力方向等。第二部分從定位理論入手,探討了警察形象定位的內(nèi)涵,為警察形象定位奠定了理論基礎(chǔ)。第三部分對(duì)警察所處的社會(huì)環(huán)境和組織環(huán)境進(jìn)行了分析,揭示了影響形象的諸多因素,為形象定位提供了依據(jù)。第四部分通過(guò)對(duì)警察自身的審視,挖掘出了警察形象中固有的閃光因素。第五部分對(duì)警察組織理念、職能、警務(wù)模式等方面的變革進(jìn)行了論述,從組織發(fā)展戰(zhàn)略的角度指出了新時(shí)期進(jìn)行警察形象定位的現(xiàn)實(shí)需要。第六部分對(duì)傳統(tǒng)形象定位的不足進(jìn)行了分析,著重解決了進(jìn)行警察形象定位要處理好的三個(gè)方面關(guān)系,進(jìn)而提出了“公眾親、罪犯怕”的整體定位設(shè)想。
[Abstract]:The police image is the overall evaluation and impression of the external performance of the police decided by its inherent characteristics under certain conditions. The pursuit and shaping of the image has become the maintenance of the survival of the individual police and the public security organs. A basic goal and means of development, and the premise and foundation of shaping the image of the police is the positioning of the image. China's police image research started late, there is no mature theory to borrow. For a long time, the positioning of the police image is confused, and there is a deviation in the orientation thinking. From the perspective of public management, this paper attempts to apply the positioning theory to the shaping of the police image, in the context of the transformation of government functions, from the perspective of the public (customer) to locate the police image. And then for the new period of police image construction to provide the idea of guidance. This paper is divided into six parts. The first part of the introduction mainly describes the basic reasons for the study of the police image, the current situation and achievements of the study of police image in China are combed, clear the importance, urgency and direction of the study of police image. In the second part, the connotation of police image positioning is discussed, which lays a theoretical foundation for police image positioning. The third part analyzes the social and organizational environment of the police, reveals many factors that affect the image, and provides the basis for the image positioning. The fourth part excavates the inherent flash factor in the police image by examining the police itself. The fifth part discusses the reform of the concept, function and mode of police organization, and points out the realistic need of positioning the police image in the new period from the perspective of organizational development strategy. The sixth part analyzes the shortcomings of the traditional image positioning, focuses on solving the three aspects of the police image positioning to deal with the relationship, and then puts forward the overall positioning assumption of "public relatives, criminals fear".
