西安調(diào)查隊住戶調(diào)查數(shù)據(jù)質(zhì)量管理研究

【摘要】：數(shù)據(jù)質(zhì)量事關(guān)黨和政府的形象,事關(guān)政府決策的科學(xué)性,事關(guān)統(tǒng)計部門的聲譽,數(shù)據(jù)質(zhì)量是統(tǒng)計工作的生命,提高數(shù)據(jù)質(zhì)量管理能力是統(tǒng)計工作者永恒的追求。2012年,國家統(tǒng)計局全面實施住戶調(diào)查方法制度改革,城鎮(zhèn)住戶調(diào)查和農(nóng)村住戶調(diào)查合并為城鄉(xiāng)一體化住戶調(diào)查,在新的調(diào)查方法制度下,如何做好理論與實踐相結(jié)合,加強住戶調(diào)查數(shù)據(jù)質(zhì)量管理研究工作迫在眉睫。 本文通過以西安調(diào)查隊住戶調(diào)查管理為研究對象,首先介紹了西安住戶調(diào)查的外部調(diào)查環(huán)境對住戶調(diào)查數(shù)據(jù)質(zhì)量的影響因素,進(jìn)而闡述了西安調(diào)查隊住戶調(diào)查數(shù)據(jù)質(zhì)量管理現(xiàn)狀,指出住戶調(diào)查各個階段存在的數(shù)據(jù)質(zhì)量管理問題：在樣本建立和維護(hù)階段,存在調(diào)查摸底數(shù)據(jù)質(zhì)量不高、樣本開戶換戶難等問題；在數(shù)據(jù)采集階段,存在著調(diào)查戶配合差、制約能力不夠等問題；在數(shù)據(jù)加工階段,存在著人力投入和誤差控制方法不足等問題；在數(shù)據(jù)服務(wù)階段,存在著服務(wù)渠道受限和服務(wù)能力不足等問題。針對上述問題,論文以全面質(zhì)量管理理論為基礎(chǔ),結(jié)合西安調(diào)查隊住戶調(diào)查業(yè)務(wù)運作的特點,以及多年來城鎮(zhèn)住戶調(diào)查一線的數(shù)據(jù)質(zhì)量管理經(jīng)驗進(jìn)行分析。除了進(jìn)行傳統(tǒng)的定性邏輯分析外,還使用定量分析、圖表分析、模型分析、問卷調(diào)查數(shù)據(jù)分析等方法,設(shè)計出西安調(diào)查隊住戶調(diào)查數(shù)據(jù)在整個生產(chǎn)流程的質(zhì)量管理方案,其中優(yōu)化了樣本建立和維護(hù)階段的流程控制設(shè)計,提供了數(shù)據(jù)采集階段的多樣化選擇方式,制定了促進(jìn)服務(wù)渠道暢通、提高服務(wù)能力的方法等具體的分階段實施方案,并就如何實施方案提出相應(yīng)的保障措施。 本次研究為適應(yīng)這次國家統(tǒng)計局方法制度改革需要而進(jìn)行的一次研究,具有前瞻性、探索性、指導(dǎo)性、可操作性強的研究意義。研究結(jié)果為住戶調(diào)查從業(yè)人員提供了系統(tǒng)的管理方法,能夠快速適應(yīng)新專業(yè)需要,扎實提高數(shù)據(jù)質(zhì)量,滿足各級政府制定政策參考和社會大眾信息咨詢的需要。
[Abstract]:The data quality is related to the image of the Party and the government, the scientific nature of the government's decision, the reputation of the statistics department, the data quality is the life of the statistical work, and improving the ability of the data quality management is the eternal pursuit of the statisticians. The National Bureau of Statistics has fully implemented the reform of the household survey method system, and the urban household survey and the rural household survey have been merged into the urban-rural integrated household survey. Under the new survey method system, how to combine theory with practice, It is urgent to strengthen the research on data quality management of household survey. By taking the management of household survey of Xi'an Survey team as the research object, this paper first introduces the influence factors of the external investigation environment of Xi'an Household Survey on the quality of household survey data. Furthermore, the paper expounds the current situation of data quality management in household survey of Xi'an investigation team, and points out the problems of data quality management in every stage of household survey: in the stage of sample establishment and maintenance, the quality of survey data in survey mapping is not high. It is difficult to open a sample account and change the account. In the stage of data acquisition, there are some problems such as poor cooperation of investigation households, insufficient ability of restricting and so on, while in the stage of data processing, there are some problems such as insufficient manpower input and error control methods, etc. In the data service stage, there are some problems such as limited service channel and insufficient service capacity. Aiming at the above problems, based on the theory of total quality management, this paper analyzes the characteristics of the household survey operation of Xi'an investigation team and the experience of data quality management in urban household survey for many years. In addition to the traditional qualitative and logical analysis, using the methods of quantitative analysis, chart analysis, model analysis and questionnaire survey data analysis, the quality management scheme of Xi'an investigation team's household survey data in the whole production process is designed. Among them, the process control design in the stage of sample establishment and maintenance is optimized, the diversified selection mode of data acquisition stage is provided, and the methods of promoting the unblocked service channel and improving the service ability are formulated, and so on. And put forward the corresponding safeguard measures on how to carry out the scheme. This study is a prospective, exploratory, instructive and operable study to meet the needs of the reform of the National Bureau of Statistics (NBS). The results of the study provide a systematic management method for household survey practitioners, which can quickly adapt to the new professional needs, improve the quality of data, and meet the needs of the governments at all levels in formulating policies and consulting the information of the public at all levels.
