【摘要】： 隨著中國(guó)近幾年大型社會(huì)活動(dòng)日益增多,規(guī)模不斷擴(kuò)大,國(guó)際化程度不斷提高,大型社會(huì)活動(dòng)日益成為社會(huì)、企業(yè)和廣大民眾關(guān)注的焦點(diǎn)。大型社會(huì)活動(dòng)人口密度大,流動(dòng)性強(qiáng),極易引發(fā)安全事故,造成大量人員傷亡和惡劣的社會(huì)影響。特別是2008年奧運(yùn)會(huì)申辦的成功,對(duì)我國(guó)大型社會(huì)活動(dòng)的組織能力又是一次重大的考驗(yàn)。 本文基于大型社會(huì)活動(dòng)的人群聚集特點(diǎn),依據(jù)系統(tǒng)安全工程中的事故致因分析邏輯,借鑒現(xiàn)代項(xiàng)目管理中風(fēng)險(xiǎn)管理的分析方法和管理方法,采取了具有較強(qiáng)實(shí)際操作性的問題導(dǎo)向設(shè)計(jì)方法,對(duì)大型社會(huì)活動(dòng)人群聚集事故防范體系進(jìn)行了總體研究與設(shè)計(jì),最終得出了具體實(shí)現(xiàn)方案的概念設(shè)計(jì)。 本文在事故致因分析過程中,特別依據(jù)大型社會(huì)活動(dòng)的特點(diǎn),作出人群聚集事故事故樹,并對(duì)致因事件進(jìn)行分類與分析,在此基礎(chǔ)上建立事故預(yù)警指標(biāo)體系和指標(biāo)評(píng)分集。以該指標(biāo)評(píng)價(jià)體系和指標(biāo)評(píng)分集為核心,以實(shí)際操作為導(dǎo)向,完成了對(duì)大型社會(huì)活動(dòng)人群聚集事故防范體系的整體概念設(shè)計(jì)。 本文為大型社會(huì)活動(dòng)項(xiàng)目風(fēng)險(xiǎn)管理研究提供了一個(gè)新思路,為政府決策提供科學(xué)依據(jù),也為政府有關(guān)部門建設(shè)人群聚集事故防范體系提供了具有操作性的備選方案,具有較強(qiáng)的實(shí)用性。
[Abstract]:With the increasing of large-scale social activities in China in recent years, the scale is expanding and the degree of internationalization is increasing, and large-scale social activities have become the focus of attention of the society, enterprises and the general public. Large social activities are characterized by high population density and strong mobility, which can easily lead to safety accidents, resulting in a large number of casualties and adverse social impact. Especially, the success of 2008 Olympic bid is a great test to the organization ability of large-scale social activities in our country. Based on the characteristics of crowd gathering in large-scale social activities and the logic of accident cause analysis in system safety engineering, this paper draws lessons from the analysis methods and management methods of risk management in modern project management. In this paper, the problem oriented design method with strong practical operation is adopted, and the overall research and design of the prevention system of mass gathering accidents of large social activities are carried out. Finally, the conceptual design of the concrete realization scheme is obtained. In the course of accident cause analysis, according to the characteristics of large-scale social activities, this paper makes a crowd gathering accident tree, classifies and analyzes the cause events, and establishes an accident warning index system and index score set on this basis. With the index evaluation system and the index score set as the core and the practical operation as the guide, the overall concept design of the mass accident prevention system for large social activities is completed. This paper provides a new idea for the study of risk management of large-scale social activities, provides a scientific basis for government decision-making, and provides an operational alternative scheme for the government departments concerned to build a crowd gathering accident prevention system. It has strong practicability.
