基層公安機(jī)關(guān)處置群體性事件的物質(zhì)手段研究

【摘要】：現(xiàn)階段我國社會發(fā)展的各種關(guān)系雖然基本協(xié)調(diào)，政治基本穩(wěn)定，但人民內(nèi)部各種關(guān)系和矛盾卻出現(xiàn)了諸多我們值得警覺的問題，其中最不容忽視的問題就是突發(fā)性群體事件的出現(xiàn)。要有效預(yù)防和處置各類群體性事件,在當(dāng)下具有十分重要的意義。而公安機(jī)關(guān)是群體性事件處置、維護(hù)社會穩(wěn)定的專門力量,更應(yīng)高度重視群體事件的發(fā)生及處置,從而不斷提高依法、妥善處置的能力,確保職能作用的充分發(fā)揮。群體性事件頻發(fā)的基層地區(qū)，基層公安如何應(yīng)對群體性事件顯得更為重要，對處置群體性事件的物質(zhì)手段也提出了很高的要求，本文深入基層公安機(jī)關(guān)，以甘肅省臨洮縣公安局為主要研究對象，搜集、分析真實(shí)數(shù)據(jù)和資料，從警力、警備兩方面研究地方基層公安的物質(zhì)手段的匱乏與不足，通過多起實(shí)發(fā)案例總結(jié)不足，突出一些改進(jìn)的意見和具體方法。 全文由引論、正文兩部分構(gòu)成。 引論部分主要概述當(dāng)前關(guān)于基層公安機(jī)關(guān)應(yīng)對群體性事件研究的現(xiàn)狀和不足，對本文的寫作思路作了總體性描述，提出本文擬解決的主要問題及研究的意義和價(jià)值。這是本文寫作的重要基礎(chǔ)。 正文部分由四章組成。第一章主要是對群體性事件的定義、特點(diǎn)、產(chǎn)生原因等進(jìn)行分析。首先通過對群體性事件的全面、重點(diǎn)的分析，，對當(dāng)下頻發(fā)的群體性事件有一個(gè)較為深刻和全面的了解。第二章論述公安機(jī)關(guān)在群體性事件當(dāng)中應(yīng)有的地位和應(yīng)發(fā)揮的作用，消除對公安機(jī)關(guān)的認(rèn)識誤區(qū)，明確自身定位和職責(zé)，強(qiáng)調(diào)公安機(jī)關(guān)的重要性和不可替代的地位。第三章通過對基層公安機(jī)關(guān)的調(diào)查研究，以甘肅省臨洮縣公安局為例，通過真實(shí)數(shù)據(jù)分析當(dāng)前基層公安機(jī)關(guān)物質(zhì)手段的不足以及存在的問題。第四章重點(diǎn)強(qiáng)調(diào)增強(qiáng)物質(zhì)手段的一些建議，主要從警力、警備兩方面來闡述。
[Abstract]:At this stage, although the various relations of social development in our country are basically coordinated and politically basically stable, there are many problems that we should be aware of among the various relations and contradictions among the people. One of the most important problems is the emergence of sudden group events. It is of great significance to prevent and deal with all kinds of group incidents. The public security organ is the special force to maintain the social stability, and should attach great importance to the occurrence and disposal of the group incident, so as to improve the ability of handling according to the law and to ensure the full play of the function. In the grass-roots areas where mass incidents occur frequently, it is more important for grass-roots public security officers to deal with group incidents, and the material means to deal with group incidents are also put forward. This paper goes deep into the grass-roots public security organs. Taking the Lintao County Public Security Bureau of Gansu Province as the main research object, collecting and analyzing the real data and materials, studying the scarcity and insufficiency of the material means of the local grass-roots public security from two aspects of the police force and the police, and summarizing the insufficiency through many actual cases. Highlight some suggestions and specific methods for improvement. The full text is composed of two parts: introduction and text. The introduction part mainly summarizes the present situation and the insufficiency of the research on the grass-roots public security organs' response to mass incidents, makes a general description of the writing ideas of this article, and puts forward the main problems to be solved in this paper and the significance and value of the research. This is the important foundation of this paper. The body is composed of four chapters. The first chapter mainly analyzes the definition, characteristics and causes of group events. First of all, through the comprehensive and important analysis of group events, there is a deep and comprehensive understanding of the frequent group events. The second chapter discusses the position and role of public security organs in mass incidents, eliminates the misunderstanding of public security organs, clarifies their own position and duties, and emphasizes the importance and irreplaceable position of public security organs. The third chapter through the investigation and study of the grass-roots public security organs, taking Lintao County Public Security Bureau of Gansu Province as an example, through the real data analysis of the current grass-roots public security organs lack of material means and existing problems. The fourth chapter emphasizes some suggestions to enhance material means, mainly from the police force, police two aspects to elaborate.
