【摘要】：警務(wù)督察的信息化是公安工作現(xiàn)代化的重要課題。由于信息不虞具有普遍性、不虞性、背反性和失控性等特征,使信息不虞現(xiàn)象在警務(wù)信息化工作中大量存在,這些"不虞"現(xiàn)象以督察信息絕對數(shù)量激增而相對質(zhì)量不高、信息表象與實質(zhì)背反、督察信息空間的廣域和信息壁壘的存在、督察信息分布的無序和利用的有序等四種形式表現(xiàn)出來。克服這種不虞現(xiàn)象可從提高警務(wù)督察人員的信息素質(zhì)、整合信息資源、建設(shè)規(guī)范的信息系統(tǒng)、創(chuàng)新運行機制與內(nèi)部管理等方面入手。
[Abstract]:The informatization of police inspectors is an important subject of the modernization of public security work. Due to the characteristics of information security, such as universality, impermissibility, backwardness and runaway, the phenomenon of information security exists in a large number of police informatization work. These phenomena are characterized by a surge in the absolute number of inspectors' information, but the relative quality is not high. There are four forms: the reverse of information representation and substance, the wide area of inspector information space and the existence of information barrier, the disorder of inspector information distribution and the order of utilization. To overcome this phenomenon, we can improve the information quality of police inspectors, integrate information resources, build standardized information systems, and innovate the operation mechanism and internal management.
