【摘要】：本文認為,現(xiàn)階段不具備條件通過戶籍制度改革解決外來人口的管理問題,必須在現(xiàn)行戶籍制度框架內研究統(tǒng)一、規(guī)范、有效的外來人口管理體制。通過分析研究,本文提出了對外來人口實行類似國外“移民制度”的管理,即把完善管理和維護外來人口的合法權益結合起來的思路,并就此進行了相應的設計和論證。
[Abstract]:This paper holds that there are no conditions to solve the problem of the management of the foreign population through the reform of the household registration system at the present stage, so we must study the unified, standardized and effective management system of the foreign population within the framework of the current household registration system. Through the analysis and research, this paper puts forward the idea of combining the perfect management with the protection of the legal rights and interests of the foreign population, which is similar to the foreign "immigration system", and gives the corresponding design and demonstration.
