城郊結(jié)合部公安派出所警力優(yōu)化配置研究

【摘要】： 由于歷史和現(xiàn)實(shí)的各種原因，我國警力資源配置存在諸多不合理之處，主要表現(xiàn)在警力資源的稀缺和浪費(fèi)問題并存，警力資源分配的機(jī)構(gòu)性失調(diào)以及警力資源流動的機(jī)制不暢等問題。警力配置問題事關(guān)公安工作和隊(duì)伍建設(shè)的各個(gè)方面，是長期以來公安機(jī)關(guān)認(rèn)真研究和著力解決的重要課題，，也是各地公安機(jī)關(guān)反映最為集中、最為關(guān)注的問題之一。派出所作為公安最基層的單位，承擔(dān)了大量的基礎(chǔ)工作，并面臨著經(jīng)濟(jì)發(fā)展、人口因素、城鎮(zhèn)建設(shè)、執(zhí)法環(huán)境等方面帶來的挑戰(zhàn)，而城郊結(jié)合部的派出所面臨的各方面的困難又遠(yuǎn)大于一般派出所，加上派出所工作自身還存在著一些問題，主要是基礎(chǔ)工作薄弱、社會防控松散、民警工作壓力過重、工作機(jī)制有待完善，如何進(jìn)行基層警務(wù)機(jī)制改革，構(gòu)建新型警務(wù)運(yùn)行機(jī)制，發(fā)揮其最大的效能，成為當(dāng)前各級公安部門亟需解決的課題。 本文認(rèn)真研究，結(jié)合油榨街派出所的一些工作現(xiàn)狀，仔細(xì)探討了城郊結(jié)合部派出所警力配置存在問題的各方面原因，著重指出警力不平衡是警力配置存在問題的關(guān)鍵，以此提出優(yōu)化城郊結(jié)合部派出所警力配置的對策，并提出一些較為新穎的觀點(diǎn)，如警區(qū)聯(lián)動、社區(qū)民警與刑偵民警捆綁考核、成立禁毒駐所中隊(duì)等措施，同時(shí)也指出了警務(wù)改革，是一項(xiàng)龐大的系統(tǒng)工程建設(shè)，不能一蹴而就，要用改革和創(chuàng)新的觀點(diǎn)實(shí)現(xiàn)公安工作的可持續(xù)發(fā)展。 論證既有理論依據(jù)，更有現(xiàn)實(shí)基礎(chǔ)，這對于對基層公安派出所，特別是城郊結(jié)合部派出所的警力資源配置有一定的借鑒和指導(dǎo)作用。戰(zhàn)略機(jī)遇期，要緊緊抓住制約公安工作可持續(xù)發(fā)展、人民群眾反映強(qiáng)烈的突出問題，加大公安工作改革力度，創(chuàng)造性地打開局面。
[Abstract]:Due to various historical and realistic reasons, there are many unreasonable places in the allocation of police resources in our country, which are mainly reflected in the coexistence of scarcity and waste of police resources. The institutional imbalance of police resource allocation and the mechanism of police resource flow are not smooth and so on. The allocation of police force is related to all aspects of public security work and team building. It is an important subject that the public security organs have studied and worked hard to solve for a long time. It is also one of the most concentrated and concerned problems of the public security organs in various places. As the most basic unit of public security, the police station has undertaken a lot of basic work and is faced with the challenges brought by economic development, population factors, urban construction, law enforcement environment, and so on. However, the difficulties faced by the police stations in the suburban junction areas are far greater than those in the general police stations. In addition, there are still some problems in the work of the police stations themselves, mainly because of the weak basic work, loose social prevention and control, and excessive pressure on the police work. The working mechanism needs to be perfected. How to carry out the reform of the basic level police service mechanism, to construct the new police operation mechanism and to give play to its maximum efficiency have become the urgent problems for the public security departments at all levels. This paper makes a careful study of the present situation of some police stations in Youzhujie police station, discusses the reasons for the problems in the police force allocation of the police station in the suburb junction area, and emphatically points out that the imbalance of the police force is the key to the problem in the police force allocation. On the basis of this, the paper puts forward some countermeasures to optimize the police force allocation of the police stations in the suburbs, and puts forward some new viewpoints, such as the linkage of the police districts, the binding examination of the community police and the criminal investigation police, the establishment of the anti-drug units in the police stations, and so on. At the same time, it also points out that the police reform is a huge system engineering construction, which can not be accomplished overnight. The sustainable development of public security work should be realized with the viewpoint of reform and innovation. The demonstration has not only theoretical basis, but also practical basis, which can be used for reference and guidance to the police resource allocation of the police stations at the basic level, especially the police stations in the suburbs. In the period of strategic opportunity, we should hold fast to restricting the sustainable development of public security work, and the masses of the people should reflect strong outstanding problems, intensify the reform of public security work, and creatively open up the situation.
