【摘要】： 進(jìn)入21世紀(jì)以來,我國警察高等教育進(jìn)入了快速發(fā)展時期。但在快速發(fā)展的同時,也面臨著諸多亟待解決的問題。筆者在全面把握高等教育宏觀發(fā)展形勢及共性特征的基礎(chǔ)上,綜合運(yùn)用比較分析法、文獻(xiàn)研究法和調(diào)查統(tǒng)計法,著重對我國現(xiàn)有警察高等院校的發(fā)展現(xiàn)狀及存在的主要問題進(jìn)行了分析和研究,認(rèn)為警察教育培訓(xùn)體制不健全、布局結(jié)構(gòu)不合理、質(zhì)量保證體系不完善是制約警察教育培訓(xùn)工作健康發(fā)展的主要問題,而經(jīng)濟(jì)社會發(fā)展不平衡、缺乏統(tǒng)一科學(xué)的發(fā)展規(guī)劃、警察管理體制多元化是產(chǎn)生上述問題的主要原因。筆者在分析把握我國警察高等教育現(xiàn)狀的同時,對國外一些具有代表性的警察教育培訓(xùn)制度進(jìn)行了比較分析,并在有選擇地吸收國外警察教育和國內(nèi)軍事院校成功經(jīng)驗(yàn)的基礎(chǔ)上,從深化警察教育培訓(xùn)體制改革、優(yōu)化警察教育結(jié)構(gòu)布局和提高警察教育培訓(xùn)質(zhì)量等方面提出了設(shè)想和建議。
[Abstract]:Since entering the 21 st century, China's police higher education has entered a period of rapid development. But in the rapid development, but also faces a lot of problems to be solved. On the basis of comprehensive understanding of the macro development situation and common characteristics of higher education, the author makes comprehensive use of comparative analysis, literature research and investigation and statistics. Based on the analysis and research on the present situation and main problems of police colleges and universities in China, it is concluded that the system of police education and training is not perfect and the layout structure is unreasonable. The imperfection of quality assurance system is the main problem that restricts the healthy development of police education and training, while the imbalance of economic and social development, the lack of unified and scientific development plan, and the diversification of police management system are the main reasons for the above problems. While analyzing and grasping the present situation of police higher education in China, the author makes a comparative analysis of some representative police education and training systems abroad. On the basis of absorbing the successful experience of foreign police education and domestic military academies selectively, this paper puts forward some ideas and suggestions on deepening the reform of police education and training system, optimizing the distribution of police education structure and improving the quality of police education and training.
