營口市政法隊伍職業(yè)道德建設(shè)研究

【摘要】:政法機(jī)關(guān)不僅作為國家行政部門,也是重要執(zhí)法機(jī)關(guān),是國家的重要窗口單位,代表黨和國家來履行職責(zé),與廣大人民群眾直接接觸,市黨和政府聯(lián)系人民群眾的橋梁和紐帶。在黨和國家的方針政策指引下,提高廣大政法干警的職業(yè)道德素質(zhì)水平,是推進(jìn)政法工作發(fā)展的根本保證,更是樹立執(zhí)法隊伍親民愛民為民良好形象的關(guān)鍵。近年來,營口市各政法機(jī)關(guān)在組織政法干警開展職業(yè)道德建設(shè)中做了大量工作,取得了一定實(shí)效,為加強(qiáng)政法隊伍建設(shè)和服務(wù)群眾、為本市經(jīng)濟(jì)發(fā)展起到積極的推動作用。但是,由于現(xiàn)階段營口市各政法隊伍職業(yè)道德建設(shè)還比較遲緩,相對滯后。 本文在對營口市政法隊伍職業(yè)道德進(jìn)行理論分析的基礎(chǔ)上,結(jié)合文獻(xiàn)分析、問卷調(diào)查、訪談等研究方法,對政法隊伍職業(yè)道德素質(zhì)現(xiàn)狀進(jìn)行了分析。為此,本文試圖從營口市政法隊伍職業(yè)道德建的定義、現(xiàn)狀等分析入手,全面分析營口市政法系統(tǒng)隊伍建設(shè)中存在的問題及深層次的原因,并試圖為提高營口市政法系統(tǒng)隊伍的全面建設(shè)水平探索出一條行之有效的解決路徑。 調(diào)研結(jié)果顯示,公眾均普遍認(rèn)可政法隊伍職業(yè)道德素質(zhì)的重要性,因?yàn)榻鼛啄晡沂械恼üぷ魉〉玫某删?使得公眾對政法隊伍評價較高;政法隊伍職業(yè)道德素質(zhì)存在諸多問題是不爭的事實(shí)。導(dǎo)致政法隊伍職業(yè)都的素質(zhì)問題的原因有:政法外部社會環(huán)境方面的原因;政法隊伍制度建設(shè)方面的原因以及政法干警個人主觀方面的原因三個方面。培養(yǎng)政法干警職業(yè)道德素質(zhì),本文提出了五個方面的對策:大力加強(qiáng)政法隊伍的作風(fēng)建設(shè);建立健全目標(biāo)管理和績效考評體制;健全和完善監(jiān)督制約和激勵機(jī)制;加強(qiáng)職業(yè)道德培訓(xùn)力度;加強(qiáng)對政法隊伍的保障力度。
[Abstract]:As not only the administrative department of the state, but also the important law enforcement organ, the political and legal organs are the important window units of the state, acting on behalf of the party and the state to perform their duties, directly contacting the broad masses of the people, and connecting the city party and the government with the masses of the people. Under the guidance of the Party and the state, it is the fundamental guarantee to promote the development of the political and legal work and the key to establish the good image of the law enforcement team to love the people and the people for the people. In recent years, various political and legal organs in Yingkou City have done a great deal of work in organizing the political and legal cadres and policemen to carry out the construction of professional ethics, and obtained certain actual results, which has played an active role in promoting the construction of the political and legal contingent and serving the masses, as well as in the economic development of the city. However, because of the current Yingkou City political and legal team professional ethics construction is relatively slow, relatively lagging behind. Based on the theoretical analysis of the professional ethics of the political and legal team in Yingkou City, this paper analyzes the present situation of the professional ethics quality of the political and legal team in combination with the research methods of literature analysis, questionnaire investigation, interview and so on. For this reason, this paper tries to analyze the problems existing in the construction of the political and legal team in Yingkou City and the reasons for the deep level, starting with the definition and the present situation of the construction of the professional ethics of the political and legal team in Yingkou City. It also tries to explore an effective way to improve the overall construction level of the political and legal system in Yingkou City. The results show that the public generally agree on the importance of the professional ethics of the political and legal team, because of the achievements of the political and legal work in our city in recent years, the public has a higher evaluation of the political and legal team; It is an indisputable fact that there are many problems in the professional ethics quality of the political and legal contingent. The reasons leading to the quality of the professional capital of the political and legal contingent are as follows: the reasons of the external social environment of the political and legal personnel, the reasons of the construction of the system of the political and legal contingent and the reasons of the personal subjective aspects of the political and legal officers. This paper puts forward five countermeasures: strengthening the work style construction of the political and legal contingent, establishing and perfecting the system of objective management and performance appraisal, perfecting and perfecting the supervision, restriction and incentive mechanism; Strengthen the training of professional ethics; strengthen the protection of the political and legal team.
