【摘要】： 公安出入境管理是國家行政管理的一部分,是國家對(duì)本國公民和外國人出入境及與之相關(guān)的事務(wù)實(shí)施管轄權(quán)的一種法律行為。 隨著我國經(jīng)濟(jì)的快速發(fā)展,與其它國家和地區(qū)交流的不斷深入,出(國)境審批工作也處于不斷的變革之中�；赝�20年來,隨著國門的開放,讓國人走向世界,讓世界了解中國,我國的出入境數(shù)字伴隨著社會(huì)的經(jīng)濟(jì)發(fā)展呈現(xiàn)出驚人的快速增長。全國公安機(jī)關(guān)出入境管理部門依法履行職責(zé),在維護(hù)穩(wěn)定、深化改革、服務(wù)社會(huì)、方便往來等方面做了大量的工作,推出了一系列的便民措施。比如公民因私按需領(lǐng)取護(hù)照,比如港澳個(gè)人游,還有臺(tái)灣同胞往來祖國大陸手續(xù)更加便利,港澳旅客通關(guān)驗(yàn)證的速度以秒來計(jì)算。便利的出入境政策為國家改革開放做出了積極貢獻(xiàn),同時(shí)也樹立了我國在國際舞臺(tái)上開放進(jìn)步的形象。 但在與其他國家與地區(qū)出入境管理工作的對(duì)比中,可以明顯的看出我國出(國)境證件申請(qǐng)的手續(xù)較為繁瑣,時(shí)間仍明顯偏長。為了充分滿足公民日益增長的出(國)境需求,現(xiàn)有的出(國)境審批工作的流程再造顯得尤為重要。 本文圍繞出(國)境審批流程再造的方法展開研究。通過實(shí)地調(diào)研及統(tǒng)計(jì)分析,歸納總結(jié)出(國)境審批流程再造工作的關(guān)鍵因素,并討論在電子政務(wù)的大環(huán)境中、新技術(shù)工具出現(xiàn)的前提下,這些關(guān)鍵措施的可行性。另外,在具有豐富相關(guān)工作經(jīng)驗(yàn)的基礎(chǔ)上,本文作者還對(duì)這些再造措施的預(yù)期目標(biāo)做出一定的預(yù)測。 出(國)境審批工作,關(guān)系到我國公民如何更好地融入到全球經(jīng)濟(jì)、文化一體化的大環(huán)境中,也關(guān)系到如何展現(xiàn)我國文明、開放的社會(huì)主義現(xiàn)代化強(qiáng)國的形象,這也正體現(xiàn)出本次研究的重要意義。
[Abstract]:The administration of public security exit and entry is a part of the national administration, and it is a kind of legal act that the state exercises jurisdiction over the entry and exit of its citizens and foreigners and its related affairs. With the rapid development of China's economy and the deepening of communication with other countries and regions, the examination and approval of foreign countries is also in the process of constant change. Looking back on the past 20 years, with the opening of the country, let the people go to the world, let the world understand China, the number of entry and exit of our country along with the economic development of the society show amazing rapid growth. The department of entry and exit administration of the national public security organs has performed its duties according to law, has done a great deal of work in maintaining stability, deepening reform, serving the society and facilitating exchanges, and has put forward a series of measures to facilitate the people. For example, citizens need passports on a private basis, such as personal trips to Hong Kong and Macao, as well as more convenient procedures for Taiwan compatriots to travel to and from the mainland. The speed of customs clearance for Hong Kong and Macao visitors is calculated in seconds. The convenient immigration policy has made a positive contribution to the country's reform and opening up, and has also established the image of our country as open and progressive on the international stage. But in contrast with other countries and regions, we can clearly see that the procedures for applying for exit documents in China are more complicated, and the time is still too long. In order to fully meet the increasing needs of citizens, the existing exit examination and approval process reengineering is particularly important. This paper focuses on the method of reengineering the examination and approval process. Through field investigation and statistical analysis, this paper sums up the key factors of the reengineering of the examination and approval process, and discusses the feasibility of these key measures under the premise of the emergence of new technical tools in the general environment of e-government. In addition, on the basis of rich relevant work experience, the author also makes a certain prediction of the expected objectives of these reengineering measures. The examination and approval of foreign countries is related to how Chinese citizens better integrate into the environment of global economy and cultural integration, and how to show the image of our country's civilized and open socialist modernization power. This also reflects the significance of this study.
