【摘要】： 隨著社會政治、經(jīng)濟的發(fā)展和社會變革的深入，打破了傳統(tǒng)的舊有的社會格局，使得社會自我的約束力大大下降，導(dǎo)致了社會秩序的混亂。警務(wù)工作在經(jīng)歷了專業(yè)化、裝備化與快速反應(yīng)模式的階段后，許多國家開始接受一種“無增長改善論”——社區(qū)警務(wù)理論。社區(qū)警務(wù)理論是一種通過警務(wù)工作，充分調(diào)動全社會的力量共同應(yīng)對社會治安問題的一種社會大警務(wù)理論。我國從2000年開始進行社區(qū)警務(wù)的工作試點，許多城市和地區(qū)對此都進行了大量有益的研究和實踐，然而這些社區(qū)警務(wù)的研究和實踐大都是從警務(wù)工作自身出發(fā)，缺乏對服務(wù)對象的研究。提高群眾對警務(wù)工作的滿意和認同程度是社區(qū)警務(wù)成敗的關(guān)鍵。因此，圍繞居民滿意度來進行社區(qū)警務(wù)工作的研究，具有重要的理論和現(xiàn)實意義。 本文以昆明市社區(qū)居民作為實證研究對象，在社區(qū)警務(wù)理論和滿意度相關(guān)理論等相關(guān)文獻研究的基礎(chǔ)上，從居民警務(wù)需求的角度出發(fā)，對當(dāng)前昆明市警務(wù)實踐狀況和社區(qū)警務(wù)工作居民滿意度進行了問卷調(diào)查，，利用SPSS統(tǒng)計軟件分別進行均值分析、因子分析、方差分析、相關(guān)分析、回歸分析等方法，對問卷數(shù)據(jù)進行處理，分析了居民的警務(wù)需求、警務(wù)工作質(zhì)量維度及其與總體警務(wù)滿意度的相關(guān)性，并將分析結(jié)果和警務(wù)現(xiàn)狀進行對比，提出改進的對策建議。 本文研究結(jié)論如下： 1、社區(qū)警務(wù)所倡導(dǎo)的是“防范為主”的警務(wù)工作思想是符合社區(qū)居民的需要的。 2、不同的社區(qū)居民對警務(wù)工作質(zhì)量和警務(wù)總體滿意度的評價有共性，我們可以利用這種共性提高社區(qū)居民的警務(wù)滿意度水平。 3、警務(wù)工作質(zhì)量的五個維度均與居民總體警務(wù)滿意度顯著正相關(guān)，五個警務(wù)工作質(zhì)量的維度都能對居民的總體警務(wù)滿意度產(chǎn)生影響，其影響效果從大到小依次為效果因子維度、存在因子維度、效率因子維度、素質(zhì)因子維度、形象因子維度。 4、本文認為可以通過調(diào)整組織結(jié)構(gòu)和組織制度來改變警務(wù)工作和警務(wù)需求之間的矛盾，實現(xiàn)警務(wù)總體滿意度的最大化。
[Abstract]:With the development of social politics and economy and the deepening of social reform, the traditional social pattern has been broken, the binding force of social self has been greatly reduced, and the social order has been chaotic. After the police work experienced the stage of specialization, equipping and rapid reaction, many countries began to accept a kind of "no growth improvement theory"-community policing theory. Community policing theory is a kind of social policing theory which can fully mobilize the strength of the whole society to deal with the problem of social security through policing work. Since 2000, our country has carried out the pilot work of community policing, and many cities and regions have carried out a lot of beneficial research and practice. However, the research and practice of these community policing are mostly from the police work itself. Lack of research on clients. It is the key to the success or failure of community policing to improve the people's satisfaction and recognition of policing work. Therefore, it is of great theoretical and practical significance to study the community policing work around residents' satisfaction. This paper takes Kunming community residents as the empirical research object, based on the community policing theory and satisfaction theory and other related literature research, from the perspective of residents' police needs. The present situation of police service practice in Kunming and the satisfaction degree of residents in community policing work were investigated by means of SPSS software, such as mean analysis, factor analysis, variance analysis, correlation analysis, regression analysis and so on. This paper deals with the data of the questionnaire, analyzes the police demand of residents, the dimension of police work quality and its correlation with the overall police satisfaction, and compares the results with the present situation of policing, and puts forward some countermeasures and suggestions for improvement. The conclusions of this paper are as follows: 1. Community policing advocates the idea of "guard against" police work, which is in line with the needs of community residents. 2. The evaluation of the quality of police work and the overall satisfaction of police service among different community residents has a common character. We can make use of this commonness to improve the level of policing satisfaction of community residents. 3. The five dimensions of police work quality are significantly positively related to the overall police satisfaction of residents. The five dimensions of police work quality can affect the overall police satisfaction of residents, the effect of the impact from large to small is the effect factor dimension, the existence factor dimension, the efficiency factor dimension, the quality factor dimension, the existence factor dimension, the efficiency factor dimension, the quality factor dimension. This paper argues that the contradiction between policing work and police needs can be changed by adjusting the organizational structure and the organizational system, so as to maximize the overall satisfaction of the police.
