【摘要】： 隨著我國(guó)正式加入WTO,我國(guó)政府面臨巨大的機(jī)遇與挑戰(zhàn)。政府的管理要與國(guó)際接軌,提高政府績(jī)效成為首要任務(wù)。公安機(jī)關(guān)是政府的重要組成部門(mén),由于長(zhǎng)期以來(lái)自我封閉,觀念陳舊,存在重管理,輕服務(wù),效率低下的弊病,轉(zhuǎn)變職能、更新觀念、提高績(jī)效成為公安機(jī)關(guān)管理改革工作的重點(diǎn)。 平衡計(jì)分卡是由哈佛商學(xué)院教授羅伯特·卡普蘭和復(fù)興方案總裁大衛(wèi)·P·諾頓發(fā)明的,它不僅是一種先進(jìn)的績(jī)效管理系統(tǒng),同時(shí)還是一種戰(zhàn)略管理工具,將組織的戰(zhàn)略與績(jī)效管理結(jié)合起來(lái)。平衡計(jì)分卡作為一種行之有效的績(jī)效管理和戰(zhàn)略管理體系,在企業(yè)管理中取得了巨大的成就并且受到了極大的歡迎,但在公安機(jī)關(guān)績(jī)效管理中的應(yīng)用還處于待開(kāi)發(fā)狀態(tài)。將平衡計(jì)分卡引入公安機(jī)關(guān)績(jī)效管理中,將有助于對(duì)公安機(jī)關(guān)的戰(zhàn)略情況進(jìn)行監(jiān)控,從而落實(shí)公安機(jī)關(guān)的戰(zhàn)略目標(biāo),對(duì)提高公安機(jī)關(guān)工作效率是有促進(jìn)作用的。 本文闡述了績(jī)效評(píng)估和平衡計(jì)分卡的相關(guān)理論,總結(jié)了我國(guó)公安機(jī)關(guān)績(jī)效評(píng)估目前存在的難點(diǎn),重點(diǎn)分析了平衡計(jì)分卡在我國(guó)公安機(jī)關(guān)績(jī)效評(píng)估中的應(yīng)用,在對(duì)公安機(jī)關(guān)的職能分析的基礎(chǔ)之上,構(gòu)建了公安機(jī)關(guān)績(jī)效評(píng)估指標(biāo)體系,確定了指標(biāo)體系的權(quán)重,并對(duì)公安機(jī)關(guān)的績(jī)效評(píng)估進(jìn)行了實(shí)證分析。
[Abstract]:With China's entry into WTO, our government is faced with great opportunities and challenges. Government management should be in line with international standards, improving government performance has become the primary task. The public security organ is an important part of the government. Due to its long history of self-closure and outdated concept, it has the disadvantages of emphasizing management, neglecting service, and low efficiency. It has changed its functions and updated its concept. Improving performance has become the focus of the management reform of public security organs. The balanced scorecard, invented by Harvard Business School professor Robert Kaplan and recovery Program President David P. Norton, is not only an advanced performance management system, but also a strategic management tool. Combine organizational strategy with performance management. As an effective performance management and strategic management system, the balanced Scorecard has made great achievements in the enterprise management and has been greatly welcomed, but its application in the performance management of public security organs is still in the state of development. The introduction of balanced scorecard into the performance management of public security organs will help to monitor the strategic situation of public security organs, thus implementing the strategic objectives of public security organs and promoting the work efficiency of public security organs. This paper expounds the relevant theories of performance evaluation and balanced scorecard, summarizes the difficulties existing in the performance evaluation of public security organs in our country, and analyzes emphatically the application of balanced scorecard in the performance evaluation of public security organs in our country. Based on the analysis of the functions of the public security organs, this paper constructs the performance evaluation index system of the public security organs, determines the weight of the index system, and makes an empirical analysis on the performance evaluation of the public security organs.
