【摘要】： 反腐倡廉是一項(xiàng)重大的政治任務(wù)。近年來(lái),高校貪污、受賄、挪用公款等職務(wù)犯罪案件呈呈現(xiàn)上升、多發(fā)趨勢(shì),已成為高校發(fā)展的不和諧音符和嚴(yán)重的社會(huì)公害,也是國(guó)家、各級(jí)領(lǐng)導(dǎo)干部和普通百姓最為關(guān)注的社會(huì)問(wèn)題之一。高校發(fā)生的違紀(jì)違法案件,不僅給國(guó)家和人民的財(cái)產(chǎn)帶來(lái)極大損失,而且給學(xué)校各項(xiàng)事業(yè)的發(fā)展帶來(lái)很大損害,阻礙了學(xué)校改革發(fā)展的進(jìn)程,渙散了教職員工隊(duì)伍,敗壞了高等學(xué)校的社會(huì)聲譽(yù),破壞了對(duì)未成年人道德建設(shè)和大學(xué)生思想政治教育的環(huán)境,也給高等教育發(fā)展的大好局面造成負(fù)面影響。因此,控制高校職務(wù)犯罪已成為我國(guó)高等教育事業(yè)發(fā)展的迫切要求,成為我們刻不容緩的研究課題。 本文分析了我國(guó)社會(huì)轉(zhuǎn)型期高校在圖書教材、設(shè)備采購(gòu)、基建工程、招生錄取等方面出現(xiàn)的貪污賄賂、瀆職失職、濫用職權(quán)等違法犯罪問(wèn)題及其特點(diǎn),指出了控制高校職務(wù)犯罪勢(shì)在必行。在此背景下,引入國(guó)內(nèi)外關(guān)于職務(wù)犯罪原因的主要理論,并以此理論為基礎(chǔ),總結(jié)了腐敗的一般規(guī)律和現(xiàn)階段的歷史特殊性,著重剖析了我國(guó)社會(huì)轉(zhuǎn)型期高校職務(wù)犯罪的主要原因,并從高校內(nèi)部原因、社會(huì)環(huán)境原因、犯罪主體原因等三個(gè)方面展開進(jìn)行了系統(tǒng)闡述。 最后,本文從理論和實(shí)踐的結(jié)合上,緊貼發(fā)展著的高校反腐倡廉工作實(shí)際,以解放思想和改革創(chuàng)新的精神,試圖從減少腐敗機(jī)會(huì),切斷腐敗過(guò)程,控制腐敗空間,加大腐敗成本,強(qiáng)化腐敗風(fēng)險(xiǎn),抑制腐敗動(dòng)機(jī),阻止腐敗目的,消除腐敗心理等方面綜合考慮,建立健全多措并重的高校職務(wù)犯罪控制體系,使腐敗分子不敢腐敗、不想腐敗、不能腐敗、不會(huì)腐敗。
[Abstract]:Combating corruption and advocating clean government is a major political task. In recent years, the crimes of embezzlement, bribery and embezzlement of public funds in colleges and universities are on the rise and tend to be frequent, which has become a disharmonious note of the development of colleges and universities and a serious social hazard, as well as a state. Leading cadres at all levels and ordinary people are most concerned about one of the social problems. The cases of violation of discipline and law in colleges and universities not only cause great losses to the property of the state and the people, but also cause great damage to the development of various undertakings of the school, hinder the progress of the reform and development of the school, and disintegrate the teaching staff. It has damaged the social reputation of colleges and universities, destroyed the environment of moral construction of minors and ideological and political education of college students, and has also had a negative impact on the development of higher education. Therefore, it has become an urgent requirement for the development of higher education in our country to control the crime of duty in colleges and universities, and become an urgent research topic. This paper analyzes the problems and characteristics of corruption and bribery, dereliction of duty, abuse of power, and so on in books and textbooks, equipment procurement, capital construction projects, enrollment and admission in colleges and universities in China during the period of social transformation. It points out that it is imperative to control the duty crime in colleges and universities. Under this background, the author introduces the main theories about the cause of duty crime at home and abroad, and on the basis of this theory, summarizes the general law of corruption and the historical particularity of the present stage. This paper emphatically analyzes the main causes of duty crime in colleges and universities during the period of social transformation in our country, and expounds systematically from three aspects: internal causes, social environment reasons and the main causes of crime. Finally, from the combination of theory and practice, this paper closely adheres to the reality of anti-corruption work in developing colleges and universities, in order to emancipate the mind and the spirit of reform and innovation, try to reduce the opportunities of corruption, cut off the process of corruption, control the corruption space. To increase the cost of corruption, strengthen the risk of corruption, restrain the motive of corruption, prevent the purpose of corruption, eliminate the psychology of corruption, and establish and improve the control system of duty crime in colleges and universities, so that the corrupt elements do not dare to corrupt, do not want to corrupt, No corruption, no corruption.
