【摘要】：人民警察在執(zhí)法辦案時(shí)經(jīng)常需要公民給予支持和幫助，然而實(shí)際情況卻不盡如人意，，人民警察對(duì)于獲得公民的支持和幫助普遍感到越來越難，與此同時(shí)襲警案件卻愈來愈呈上升趨勢(shì)。意識(shí)是人們行為的內(nèi)在動(dòng)因。任何社會(huì)行動(dòng)都是行動(dòng)者主體有意識(shí)地選擇的結(jié)果，行動(dòng)者選擇什么樣的行為，與他們的主體意識(shí)分不開。因此探尋這些行為背后的原因從意識(shí)層次即可概括為公民助警意識(shí)的缺乏。實(shí)踐證明，公民助警意識(shí)缺乏具有極其嚴(yán)重的危害性。無論對(duì)于打擊違法犯罪、維護(hù)社會(huì)治安秩序，還是對(duì)于改善公安執(zhí)法環(huán)境都將是極為不利的，因此公民助警意識(shí)的提高對(duì)公安工作具有非同尋常的重要性。本文主要從三個(gè)方面對(duì)公民主體意識(shí)缺乏的原因進(jìn)行了分析，通過分析發(fā)現(xiàn)了問題存在的癥結(jié)，并在此基礎(chǔ)上提出提高公民主體意識(shí)的相關(guān)建議。 全文由導(dǎo)言和五大部分組成，導(dǎo)言部分提出文章寫作的目的、意義及對(duì)公民助警意識(shí)缺乏的含義進(jìn)行了界定。 第一節(jié)主要分析了公民助警意識(shí)缺乏的現(xiàn)狀及產(chǎn)生的危害性。 第二節(jié)主要從公民自身角度剖析了問題存在的原因，通過分析得出公民主體意識(shí)缺乏，中國(guó)某些傳統(tǒng)文化的消極影響，社會(huì)改革所帶來的社會(huì)公德意識(shí)、社會(huì)責(zé)任感的降低，公民對(duì)報(bào)復(fù)的擔(dān)心、對(duì)自身生命傷害的憂慮及社會(huì)公眾心理偏見是公民自身助警意識(shí)形成的主要障礙。 第三節(jié)主要從警民信任危機(jī)方面分析公民助警意識(shí)缺乏的原因。因?yàn)樾湃问侨伺c人之間進(jìn)行社會(huì)交往活動(dòng)的基本前提，人們之間的一切交往活動(dòng)都是建立在彼此之間一定程度的信任基礎(chǔ)之上的，如果彼此間缺乏基本的信任，就失去了交往合作的可能。因此我國(guó)公民助警意識(shí)缺乏的實(shí)質(zhì)乃是警民之間出現(xiàn)了嚴(yán)重的信任危機(jī)，具體表現(xiàn)在公民對(duì)警察缺乏安全信任、執(zhí)法信任、情感信任、互動(dòng)信任四個(gè)方面。挖掘不信任感產(chǎn)生的背后原因也因此是本文分析的主要內(nèi)容，通過分析可以得出人民警察在整個(gè)執(zhí)法過程中的諸多問題如對(duì)犯罪打擊不力、執(zhí)法不公、執(zhí)法腐敗、互動(dòng)基礎(chǔ)缺乏等等是造成公民對(duì)人民警察負(fù)面體驗(yàn)及陌生感、疏離感，
[Abstract]:The people's police often need the support and assistance of citizens when handling law enforcement cases. However, the actual situation is not satisfactory, and the people's police are increasingly difficult to obtain the support and assistance of citizens. At the same time, police assault cases are on the rise. Consciousness is the internal motivation of people's behavior. Any social action is the result of the actors' conscious choice. What kind of behavior the actors choose is inseparable from their subjective consciousness. Therefore, to explore the reasons behind these behaviors from the level of consciousness can be summarized as the lack of citizen awareness of helping police. Practice has proved that the lack of awareness of citizens to help police has extremely serious harm. It will be extremely disadvantageous to crack down on the crime, maintain the public order, or improve the law enforcement environment of the public security. Therefore, it is of great importance for the public security work to raise the awareness of the citizen to assist the police. This paper analyzes the reasons of the lack of citizen's subjective consciousness from three aspects, finds out the crux of the problem, and puts forward some suggestions on how to improve the citizen's subjective consciousness. The full text is composed of the introduction and five parts. In the introduction part, the purpose, significance and the meaning of the lack of the citizen's awareness of helping police are defined. The first section mainly analyzes the current situation and harm of citizen's awareness of helping police. The second section mainly analyzes the reason of the problem from the citizen's own angle, through the analysis, obtains the citizen main body consciousness lacks, the Chinese certain traditional culture's negative influence, the social reform brings the social public morals consciousness, the social responsibility reduces. Citizens worry about revenge, worry about their own life injury and social public psychological prejudice are the main obstacles to the formation of citizens' awareness of helping police. The third section mainly analyzes the reasons for the lack of citizen's awareness of helping police from the crisis of public trust. Because trust is the basic premise of social interaction between people, all communication activities between people are based on a certain degree of trust between each other, if there is a lack of basic trust between each other, The possibility of communication and cooperation is lost. Therefore, the essence of the lack of citizen helping police consciousness in our country is the serious crisis of trust between the police and the people, which is manifested in the four aspects of citizens' lack of security trust, law enforcement trust, emotional trust and interactive trust. Mining the reasons behind distrust is therefore the main content of this paper. Through the analysis, it can be concluded that many problems of the people's police in the whole law enforcement process, such as the failure to crack down on crime, the unfair enforcement of justice, the corruption of law enforcement, The lack of interactive foundation and so on is a result of the negative experience and strangeness of citizens towards the people's police, and the sense of alienation.
