【摘要】： 從國際政治學(xué)的角度看,危機(jī)管理是當(dāng)代外交和戰(zhàn)略研究的重要范疇之一。海上危機(jī)管理與國家利益和國際安全密切相關(guān),海洋既是人類生存的基本空間,又是危機(jī)管理和國際關(guān)系涉及的重要領(lǐng)域。隨著科學(xué)技術(shù)和經(jīng)濟(jì)全球化的發(fā)展,各種危機(jī)和突發(fā)性事件不斷出現(xiàn),給所在國家乃至全世界帶來越來越大的威脅。尤其是那些來自于或者發(fā)生于海上的危機(jī)影響在加大而且有日益擴(kuò)張的趨勢。海洋對于國家和人類社會發(fā)展的重要性及其面臨的各種形式的危機(jī)呼喚著人們對海上危機(jī)管理和海上安全的關(guān)注。海上危機(jī)涵蓋了政治、經(jīng)濟(jì)、軍事、交通等各個方面,包括國內(nèi)和國際兩個層面,然而涉及到非領(lǐng)海范圍內(nèi)的海上危機(jī)主要屬于國際危機(jī)的范疇,海上危機(jī)管理是危機(jī)管理和國際危機(jī)管理的一個重要分支領(lǐng)域。 中國是一個典型的大陸濱海國家,也是一個海上危機(jī)多發(fā)和易發(fā)的國家。中華民族近代以來所遭受的喪權(quán)辱國史就是從海上開始的。進(jìn)入21世紀(jì),長期存在的傳統(tǒng)安全威脅和日益增多的非傳統(tǒng)安全威脅,導(dǎo)致了海上危機(jī)的來源和影響因素日益多樣化,我國面臨的海上安全形勢也日趨復(fù)雜。海上危機(jī)管理研究在危機(jī)管理研究中相對薄弱,因此本文對新時期中國海上危機(jī)管理研究,是力圖拓展危機(jī)管理研究領(lǐng)域的一次積極嘗試,本文力圖探索一種科學(xué)、合理、先進(jìn)的海上危機(jī)管理機(jī)制,以便有助于相關(guān)部門對海上危機(jī)進(jìn)行有效的管理,以保障我國的國防安全與國家發(fā)展。 本文堅持理論聯(lián)系實(shí)踐的研究思路,首先分析海上危機(jī)管理的基本理論,然后結(jié)合中國海上危機(jī)的管理歷程、新時期中國海上危機(jī)的現(xiàn)狀、海上危機(jī)管理的實(shí)踐個案和海上危機(jī)管理的國際實(shí)踐經(jīng)驗(yàn),具體探討符合新時期中國海上危機(jī)管理需要的相應(yīng)機(jī)制。新時期中國海上危機(jī)管理機(jī)制的建構(gòu)應(yīng)當(dāng)在科學(xué)發(fā)展觀和新安全觀的指導(dǎo)下,對中國海上危機(jī)預(yù)警、決策、控制、解決及善后等主要環(huán)節(jié)的管理機(jī)制進(jìn)行全面建構(gòu),并且在法制、情報系統(tǒng)和國防力量等方面加以整合,以形成危機(jī)的綜合管理機(jī)制。
[Abstract]:From the angle of international politics, crisis management is one of the important categories of contemporary diplomacy and strategic research. The maritime crisis management is closely related to the national interests and international security. The ocean is not only the basic space for human survival, but also an important field of crisis management and international relations. With the development of science and technology and economic globalization, all kinds of crises and sudden events appear constantly, which brings more and more threat to the country and even the whole world. In particular, the impact of crises from or occurring at sea is increasing and expanding. The importance of ocean to the development of nation and human society and the various forms of crisis are calling people's attention to maritime crisis management and maritime safety. The maritime crisis covers political, economic, military, transportation and other aspects, both domestic and international. However, when it comes to non-territorial waters, the maritime crisis mainly falls within the scope of the international crisis. Maritime crisis management is an important branch of crisis management and international crisis management. China is a typical continental coastal country, but also a maritime crisis prone and prone country. The history of humiliation suffered by the Chinese nation in modern times began at sea. In the 21st century, the traditional security threats and the increasing non-traditional security threats have resulted in the increasing diversity of the sources and influencing factors of the maritime crisis, and the maritime security situation facing our country is becoming more and more complex. The research of marine crisis management is relatively weak in the research of crisis management. Therefore, this paper is an active attempt to expand the research field of crisis management in China in the new period. This paper tries to explore a kind of science and rationality. The advanced marine crisis management mechanism is helpful for the relevant departments to manage the maritime crisis effectively and to ensure the national defense security and national development of our country. This paper adheres to the research idea of combining theory with practice, first analyzes the basic theory of maritime crisis management, then combines the course of China's maritime crisis management, the present situation of China's maritime crisis in the new period. The practical cases of maritime crisis management and the international practical experience of maritime crisis management are discussed in detail, and the corresponding mechanisms that meet the needs of China's maritime crisis management in the new period are discussed in detail. The construction of China's maritime crisis management mechanism in the new period should be guided by the scientific concept of development and the new concept of security. Under the guidance of the concept of scientific development and the new concept of security, the management mechanism of China's maritime crisis warning, decision-making, control, solution and rehabilitation should be comprehensively constructed. And in the legal system, intelligence system and defense forces to integrate to form a comprehensive crisis management mechanism.
