【摘要】： 信息化不僅是經(jīng)濟(jì)和社會發(fā)展的大趨勢，而且還是未來社會發(fā)展的制高點(diǎn)。它關(guān)系到科技、經(jīng)濟(jì)、社會、文化、政治、軍事和國家安全的全局，信息化水平的高低已成為衡量一個國家現(xiàn)代化程度、綜合國力、國際競爭力、經(jīng)濟(jì)增長能力的重要標(biāo)準(zhǔn)。從國家戰(zhàn)略角度來看，行業(yè)信息化，不僅體現(xiàn)在社會經(jīng)濟(jì)的增長方面，更重要的是構(gòu)建高水平的國家信息化戰(zhàn)略體系。 歷來學(xué)者研究信息化都非常注重對信息產(chǎn)業(yè)的研究，因?yàn)樾畔a(chǎn)業(yè)是信息服務(wù)被廣泛應(yīng)用的集中體現(xiàn)，信息產(chǎn)業(yè)既是信息化的必要前提條件，又是信息化水平的重要標(biāo)尺。而電信業(yè)是電子信息產(chǎn)業(yè)的核心網(wǎng)絡(luò)和平臺產(chǎn)業(yè)，，在信息化中發(fā)揮著重要的作用。電信業(yè)作為提供電子信息傳輸平臺、提供傳輸服務(wù)并直接向社會提供信息服務(wù)的部門，對信息的開發(fā)、流通、應(yīng)用等過程都施加了重要的影響。 本文從中國信息化發(fā)展戰(zhàn)略概要方面著手，以國家信息化發(fā)展戰(zhàn)略為切入點(diǎn)，結(jié)合當(dāng)前中國電信業(yè)轉(zhuǎn)型背景，分析電信綜合信息服務(wù)與移動信息化發(fā)展的機(jī)遇融合。 電信運(yùn)營商的業(yè)務(wù)已經(jīng)拓展到了行業(yè)信息化架構(gòu)體系的各個方面，全面服務(wù)于行業(yè)信息化的需求。無論是內(nèi)部的需求還是外部的要求，運(yùn)營商們現(xiàn)在需要做的就是考慮如何能在這一轉(zhuǎn)型變化期，利用信息化贏得商機(jī)?如何應(yīng)對行業(yè)信息化中繁多的信息系統(tǒng)孤島如何協(xié)同工作的問題?以使其成為電信行業(yè)提供新業(yè)務(wù)、提供新服務(wù)、創(chuàng)造新的盈利模式的轉(zhuǎn)折點(diǎn)。 本文選取了公安行業(yè)作為代表，首先對其行業(yè)信息化結(jié)構(gòu)進(jìn)行分析，介紹了公安行業(yè)信息化的歷程和已經(jīng)獲得的成果，重點(diǎn)結(jié)合公安行業(yè)自身對信息化需求的特點(diǎn)，提出了從內(nèi)部、外部兩方面需求入手分析，本文力圖從公眾的視角，來分析公安信息化應(yīng)用情況以及大眾對民用公安信息系統(tǒng)的需求，即外部信息化的建設(shè)。針對目前公安系統(tǒng)在便民信息系統(tǒng)上的不足住處，結(jié)合目前電信運(yùn)營商的資源優(yōu)勢，提出了一系列具有代表性的改進(jìn)措施以及設(shè)計(jì)了創(chuàng)新的系統(tǒng)解決方案。
[Abstract]:Informatization is not only the major trend of economic and social development, but also the commanding point of social development in the future. It is related to the overall situation of science and technology, economy, society, culture, politics, military affairs and national security. The level of informatization has become an important standard to measure a country's modernization, comprehensive national strength, international competitiveness and economic growth ability. From the point of view of national strategy, industry informatization is not only reflected in the growth of social economy, but also the construction of a high-level national information strategy system. Scholars have always attached great importance to the study of information industry, because information industry is the concentrated embodiment of the wide application of information services. Information industry is not only a necessary prerequisite of information technology, but also an important scale of information level. Telecommunication industry is the core network and platform industry of electronic information industry, which plays an important role in information industry. Telecommunication industry, as an electronic information transmission platform, provides transmission services and provides information services directly to the society, which exerts an important influence on the development, circulation and application of information. This paper begins with the outline of China's informatization development strategy, taking the national informatization development strategy as the starting point, and combining the background of the current Chinese telecommunication industry transformation, analyzes the opportunity fusion of the telecom comprehensive information service and the mobile information development. The business of telecom operators has been extended to all aspects of the industry information architecture system, serving the needs of industry informatization. Whether internal or external requirements, operators now need to do is to consider how to make use of information to win business opportunities in this transitional period. How to deal with the problem of how to work together in the various isolated islands of information system in the information industry? To make it a turning point for the telecommunications industry to provide new business, provide new services, and create new profit models. This article selects the public security profession as the representative, first carries on the analysis to its profession informationization structure, has introduced the public security profession informationization process and has obtained the achievement, emphatically unifies the public security profession own to the informationization demand characteristic, This paper tries to analyze the application of public security informatization and the public demand for civil public security information system, that is, the construction of external information system, from the perspective of the public. In view of the deficiency of the public security system in the convenient information system at present, combined with the resource superiority of the current telecom operators, this paper puts forward a series of representative improvement measures and designs the innovative system solution.
