【摘要】：近年來,隨著經(jīng)濟(jì)和政治等利益格局的調(diào)整變化社會(huì)矛盾激增,引發(fā)了大量的群體性事件,這些群體性事件遍及各個(gè)省(區(qū))、市、縣,涉及企業(yè)、機(jī)關(guān)、學(xué)校等眾多行業(yè)和領(lǐng)域,對我國社會(huì)的穩(wěn)定和發(fā)展造成了諸多的不良影響。究其根源,社會(huì)公眾對地方政府的信任缺失,是導(dǎo)致社會(huì)矛盾走向極端最終演變?yōu)槿后w性事件的主要原因。因此,通過對群體性事件案例的分析,來發(fā)現(xiàn)群體性事件的發(fā)生與地方政府信任之間的關(guān)系,總結(jié)出群體性事件中地方政府信任缺失的原因,以提出增強(qiáng)社會(huì)公眾對地方政府信任的對策,從而有效的預(yù)防群體性事件的發(fā)生,對國家發(fā)展和社會(huì)穩(wěn)定具有重要的意義。本文通過對浙江省東陽市發(fā)生的一起群體性事件為案例進(jìn)行分析,發(fā)現(xiàn)社會(huì)公眾對地方政府逐步產(chǎn)生不滿和不信任從而導(dǎo)致群體性事件發(fā)生的原因,主要是由于地方政府的行政行為存在不規(guī)范或違反法律法規(guī)的現(xiàn)象,社會(huì)公眾的利益訴求表達(dá)渠道存在著不完善的方面以及地方政府的角色定位存在偏差等。針對這些原因,要著重通過規(guī)范地方政府的行政行為,來增強(qiáng)社會(huì)公眾對地方政府的信任,并以此預(yù)防群體性事件的發(fā)生,維護(hù)社會(huì)的和諧和穩(wěn)定。
[Abstract]:In recent years, with the economic and political changes in the pattern of interests, the social contradictions have increased sharply, causing a large number of mass incidents, which have spread throughout various provinces (districts), cities, counties, enterprises, and organs. Schools and other industries and fields have caused many adverse effects on the social stability and development of our country. The reason is that the lack of public trust in local government is the main reason that leads to the extreme of social contradiction and eventually evolves into group events. Therefore, by analyzing the cases of group events, we find out the relationship between the occurrence of group events and the trust of local governments, and sum up the reasons for the lack of trust of local governments in group incidents. It is of great significance for national development and social stability to put forward countermeasures to strengthen the trust of the public in the local government so as to effectively prevent the occurrence of mass incidents. Based on the analysis of a group incident in Dongyang City, Zhejiang Province, this paper finds out the reasons why the public gradually dissatisfied and distrust the local government, thus leading to the occurrence of group events. It is mainly due to the phenomenon that the administrative behavior of the local government is irregular or in violation of the laws and regulations, the expression channel of the social public's interest demand is imperfect, and the local government's role orientation exists the deviation and so on. In view of these reasons, we should focus on standardizing the administrative behavior of local government to strengthen the trust of the public to the local government, and to prevent the occurrence of mass incidents and to maintain social harmony and stability.
