【摘要】： 非法移民作為一種跨國(guó)人口流動(dòng)現(xiàn)象,已成為一個(gè)全球性問(wèn)題,給世界各國(guó)造成了許多消極影響,被稱為一道世紀(jì)難題,也是當(dāng)前我國(guó)面臨的一大頑癥。對(duì)其進(jìn)行深入研究具有十分重大的理論價(jià)值和現(xiàn)實(shí)意義。本文在前人研究的基礎(chǔ)上,從非法移民的概念入手,對(duì)國(guó)際社會(huì)非法移民的現(xiàn)狀進(jìn)行了描述,借助相關(guān)資料和數(shù)據(jù),對(duì)中國(guó)當(dāng)前非法移民的狀況進(jìn)行研究,重點(diǎn)對(duì)我國(guó)非法移民的特征、成因以及造成的危害和我國(guó)在打擊非法移民活動(dòng)中存在的問(wèn)題進(jìn)行了詳細(xì)闡述,試圖在此基礎(chǔ)上尋求有利于中國(guó)防治非法移民活動(dòng)的措施。筆者最后從非法移民接收國(guó)和本國(guó)的角度,對(duì)我國(guó)防治非法移民活動(dòng)提出了幾點(diǎn)建議,即打擊非法移民是發(fā)達(dá)國(guó)家和地區(qū)的義務(wù)、責(zé)任;我國(guó)目前還需要在宣傳教育、營(yíng)造反偷渡氛圍,完善法制建設(shè)、加大對(duì)非法移民打擊力度,加強(qiáng)國(guó)際間合作、共同打擊非法移民活動(dòng),暢通國(guó)外勞務(wù)渠道等方面的工作力度。
[Abstract]:Illegal immigration, as a phenomenon of transnational population flow, has become a global problem, which has caused many negative effects to countries all over the world. It is called a century difficult problem, and it is also a stubborn disease that our country is facing at present. It is of great theoretical value and practical significance to study it in depth. On the basis of previous studies, this paper begins with the concept of illegal immigration, describes the current situation of illegal immigrants in the international community, and studies the current situation of illegal immigrants in China with the help of relevant information and data. This paper focuses on the characteristics, causes and harm of illegal immigration in China and the problems existing in combating illegal immigration in China. On this basis, the author tries to seek measures conducive to the prevention and control of illegal immigration activities in China. Finally, from the point of view of receiving country and country of illegal immigration, the author puts forward some suggestions to prevent illegal immigration in China, that is, it is the obligation and responsibility of developed countries and regions to crack down on illegal immigration, and our country still needs publicity and education. It is necessary to create an anti-smuggling atmosphere, perfect the legal system, step up efforts to crack down on illegal immigrants, strengthen international cooperation, jointly crack down on illegal immigration activities, and unblock foreign labor channels.
