【摘要】：公共政策是政黨和政府管理社會的工具，政策工具恰當與否，直接關系到管理的實際效果。當前，努力提高城鎮(zhèn)化水平和統(tǒng)籌城鄉(xiāng)發(fā)展，是我國的一項重要戰(zhàn)略。為我國的城鎮(zhèn)化發(fā)展提供怎樣的公共政策支持，，是一個十分重要的課題。 鑒于戶籍政策對人口遷移的直接作用和被認為是現(xiàn)階段城鎮(zhèn)化的主要障礙，本文以戶籍政策為例，通過對戶籍政策的深入分析和研究，認為我國的城鎮(zhèn)化政策以改革開放為界，分為控制和放松控制兩個階段。由控制到放松控制，是我國城鎮(zhèn)化政策調(diào)整的基本路徑。改革開放后的城鎮(zhèn)化政策的作用機理是體制存量的釋放。當前，我國城鎮(zhèn)化已經(jīng)進入新的發(fā)展階段，政府要重新審視城鎮(zhèn)化環(huán)境，明確自身的職能和角色，走出認識誤區(qū)，突破習慣思維，消除城鎮(zhèn)化的政策障礙和培育農(nóng)民進入城鎮(zhèn)的能力。另外，政府還要為城鎮(zhèn)化實現(xiàn)由注重外延擴張向注重內(nèi)涵和質(zhì)量提高提供必要的政策支持，以確保城鎮(zhèn)化持續(xù)、健康和快速發(fā)展。
[Abstract]:Public policy is a tool for political party and government to manage society. Whether the policy tool is appropriate or not is directly related to the actual effect of management. At present, it is an important strategy of our country to improve the level of urbanization and coordinate the development of urban and rural areas. How to provide public policy support for the development of urbanization in China is a very important subject. In view of the direct effect of household registration policy on population migration and being considered as the main obstacle to urbanization at the present stage, this paper takes the household registration policy as an example, through the in-depth analysis and study of household registration policy, thinks that the urbanization policy of our country is bounded by reform and opening up. It is divided into two stages: control and relaxation control. From control to relaxation control, is our country urbanization policy adjustment basic path. The mechanism of urbanization policy after reform and opening up is the release of institutional stock. At present, China's urbanization has entered a new stage of development. The government should re-examine the urbanization environment, clarify its own functions and roles, walk out of the misunderstanding, and break through its customary thinking. Remove policy barriers to urbanization and foster farmers' ability to enter cities and towns. In addition, the government should provide the necessary policy support for urbanization from extension expansion to connotation and quality improvement in order to ensure the sustained, healthy and rapid development of urbanization.
