【摘要】：刑警資源嚴(yán)重不足已成為各地公安機(jī)關(guān)面臨的共同難題,舊有的刑警資源配置模式遠(yuǎn)遠(yuǎn)不能適應(yīng)新形勢(shì)的需要。刑警資源不足是公安改革中各種矛盾的集中反映,大幅度增加警力和資金投入,不能從根本上解決問題。利用管理學(xué)和系統(tǒng)論的分析方法,探討在刑警資源優(yōu)化配置中帶有長(zhǎng)遠(yuǎn)性、普遍性和發(fā)展性的問題,方能走出一條低成本的素質(zhì)建警之路。
[Abstract]:The serious shortage of criminal police resources has become a common problem faced by local public security organs, and the old allocation mode of criminal police resources is far from meeting the needs of the new situation. The shortage of criminal police resources is the concentrated reflection of all kinds of contradictions in the reform of public security. Increasing the police force and the investment of funds by a large margin cannot solve the problem fundamentally. By using the analytical methods of management and system theory, this paper discusses the problems of long distance, universality and development in the optimal allocation of criminal police resources, so that we can find a way to build up the police with low quality and low cost.
